This three-volume Manual on International Maritime Law presents a systematic analysis of the history and contemporary development of international maritime law by leading contributors from across the world. Prepared in cooperation with the International Maritime Law Institute, the International Maritime Organization's research and training institute, this a uniquely comprehensive study of this fundamental area of international law. Volume III is devoted to the marine environmental law and maritime security law. The first part of Volume III deals in depth with issues of most fundamental importance in the contemporary world, namely how to protect the marine environment from pollution from ships, land-based sources, seabed activities, and from or through air. In explaining these types of pollution, various conventions concluded under the auspices of the IMO (such as MARPOL 73/78 and the 1972 London Convention) and soft law documents are analysed. The volume also includes chapters on the conventions relating to pollution incident preparedness, response, cooperation, and the relevance of regional cooperation. It additionally discusses liability and compensation for pollution damage. The second part of volume III examines an issue of increasing importance in a world threatened by terrorism, piracy, and drug-trafficking. Chapters in this part cover the topics of piracy; stowaways; human trafficking; illicit drugs; terrorism; military uses of the sea; and new maritime security threats, such as the illegal dumping of hazardous wastes and toxic substances, as well as illegal, unreported, and unregulated fishing.
Now in its 14th year, the NILOS Documentary Yearbook provides the reader with an excellent collection of documents related to ocean affairs and the law of the sea, issued each year by organizations, organs and bodies of the United Nations system. Documents of the UN General Assembly, Meeting of State Parties to the 1982 UN Law of the Sea Convention, CLCS, ISBA, ITLOS, Follow-Up to the UN Straddling Fish Stocks and Small Island States Conferences, Panama Canal, ECOSOC, UNEP and UNCTAD are included first, followed by the documents of FAO, IAEA, IMO, UNESCO/IOC. It explores the unique role of the ICJ as the principal judicial organ of the United Nations in the development of ocean affairs and the law of the sea, in the context of an ongoing follow-up to the Overall Review and Appraisal of the UNCED Agenda 21. Most of the world’s population lives close to the coast and is highly dependent on coastal resources, which are being exploited at unsustainable rates. These resources are being subject to further pressures associated with population increase and the globalization of coastal resource demand. This is particularly so for the Asia-Pacific region which contains almost two thirds of the world’s population and most of the world’s coastal megacities. The region has globally important atmospheric and oceanic phenomena, which affect world climate such as the Asian Monsoon and the El-Niño Southern Oscillation phenomena. The Asia-Pacific region also has highly significant marine diversity but over the last few decades, coastal resources such as mangroves, coral reefs and fisheries have experienced large-scale depletion. The need to find appropriate management solutions to these and other coastal issues is made more complex by the need to take account of international scientific predictions for global climate change and sea-level rise which will further impact on these coasts. The idea for this book arose from a meeting of coastal scientists in Kobe, Japan in May 2003. The meeting was organized by the Asia-Pacific Network for Global Change Research (APN), an inter-governmental network, comprising 21 member countries, for the promotion of global change research and links between science and policy making in the region.
