This report presents an overview of the state of conventional energy sources and the potential for development of renewable energy sources in the Central Asia countries of Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Tajikistan. The region has a population of about 50 million in an area of more than four million square kilometers. The per capita gross internal product is more than$2,500, although the economy has been declining the past five years. The area has substantial coal, oil, uranium, and natural gas reserves, although they are not distributed equally among the five countries. Energy production is such that the countries do not have to rely heavily on imports. One of the problems in Central Asia is that the energy prices are substantially below the world prices.This is a factor in development of renewable energy sources. The primary renewable energy resources available are wind in Kazakhstan, solar in the entire region, biomass in Kyrgyzstan, and micro-hydropower stations in Kazakhstan and Kyrgyzstan. All of these have the potential to provide a significant amount of the required energy for the region. However, all of the countries have an abundance ofvarious renewable energy resources. To effectively use these resources, however, a number of barriers to their development and commercialization must be overcome. These include low prices of conventional energy sources, absence of legislative support, lack of financing for new technologies, and lack of awareness of renewable energy sources by the population. A number of specific actions areproposed to overcome these barriers. These include establishment of a Central Asia coordinating council for renewable energy, development of a regional renewable energy program, and setting up a number of large demonstration projects. 16 figs.
Kazakhstan is rich in natural resources including coal, oil, natural gas and uranium and has significant renewable potential from wind, solar, hydro and biomass. In spite of this, the country is currently dependent upon fossil fuels with coal-fired plants accounting for 75% of total power generation leading to concerns over greenhouse gas emissions and impacts on human health and the environment. This book analyses the implications of the global shift to cleaner energy for a country whose economy has centred on hydrocarbon exports. The challenge is urgent for Kazakhstan, whose recent economic growth has driven increased demand for energy services, making the construction of additional generating capacity increasingly necessary for enabling sustained growth. In this context, renewable energy resources are becoming an increasingly attractive option to help bridge the demand-supply gap. Chapters written by experts in the field provide a comprehensive review of the current energy situation in Kazakhstan including fossil energy and renewable resources and analyses policy drivers for the energy sector. The perception of Central Asia and its place in the world has come to be shaped by its large oil and gas reserves. Literature on energy in the region has thus largely focused on related geopolitical issues and national policies. However, little is known about citizens’ needs within this broader context of commodities that connect the energy networks of China, Russia and the West. This multidisciplinary special issue brings together anthropologists, economists, geographers and political scientists to examine the role of all forms of energy (here: oil, gas, hydropower and solar power) and their products (especially electricity) in people’s daily lives throughout Central Asia and the Caucasus. The papers in this issue ask how energy is understood as an everyday resource, as a necessity and a source of opportunity, a challenge or even as an indicator of exclusionary practices. We enquire into the role and views of energy sector workers, rural consumers and urban communities, and their experiences of energy companies’ and national policies. We further examine the legacy of Soviet and more recent domestic energy policies, the environmental impact of energy use as well as the political impact of citizens’ energy grievances. This book was published as a special issue of Central Asian Survey.
Ideally, to reduce energy insecurity, a nation needs to deploy a range of renewable energy (RE) sources. For Central Asian economies, renewable sources appear to be a rational choice; yet, the deployment of renewables is limited and varies substantially by country. Conventional statistics for RE in Central Asia confirm the expected: hydrocarbon-poor countries (Kyrgyz Republic and Tajikistan) rely on RE to a greater extent than fuel-rich economies (Kazakhstan, Turkmenistan, and Uzbekistan). However, this picture changes drastically once a stricter definition of RE - without the contribution of large-scale hydro power plants (LSHPPs) - is incorporated. Such treatment is appropriate due to several considerations, including sustainability, as the LSHPPs are infamous for their adverse environmental impacts; and security, as the water-energy nexus leaves national energy policymaking susceptible to sometimes arduous regional consensus. The latter aspect is especially relevant in the Central Asian setting. Thus, with the strict definition of RE applied, fossil fuel-rich Central Asian countries lead in the RE segment, whereas hydrocarbon-poor economies have almost no RE facilities in place. This paper seeks to explore such possibilities in Central Asia. Section one reviews the evolution of the energy security concept. Section two examines the regional context for energy cooperation. Section three analyses the economic and energy profiles of Central Asian economies. Section four investigates nations' RE policies and explores the RE potential in each economy. In section five, the common regional and specific national barriers for RE development are discussed in detail. Section five also contains our recommendations about ways to ensure energy security through regional energy cooperation, and characterizes the essential components of comprehensive national policies to enable a fuller utilization of the RE potential existing in Central Asia. Finally, section six presents our conclusions.
This book covers critical debates on policies, markets and emerging issues that shape renewable energy transition in the Asian region, which is fast becoming an epicenter of the global energy consumption. The chapters focus on domestic policies, geopolitics, technology landscape and governance structure pertaining to the development of renewable energy in different Asian countries ranging from China to the Middle East. The book presents an insightful view of the pace and magnitude of the energy transition. It presents critical steps countries are taking to promote affordable and clean energy (SDG 7) as well as strengthening climate mitigation actions (SDG 13).
