This volume begins by highlighting the lessons of past successes where bomb-grade uranium commerce has been eliminated, such as from Argentina’s manufacture of medical isotopes. It then explores the major challenges that still lie ahead: for example, Russia’s continued use of highly enriched uranium (HEU) in dozens of nuclear facilities. Each of the book’s thirteen case studies offers advice for reducing HEU in a specific sector. These insights are then amalgamated into nine concrete policy recommendations for U.S. and world leaders to promote a global phase-out of bomb-grade uranium. This book will be of much interest to students of nuclear proliferation, global governance, international relations and security studies.
This volume aims to improve understanding of nuclear security and the prevention of nuclear terrorism. Nuclear terrorism is perceived as one of the most immediate and extreme threats to global security today. While the international community has made important progress in securing fissile material, there are still important steps to be made with nearly 2,000 metric tons of weapons-usable nuclear material spread around the globe. The volume addresses this complex phenomenon through an interdisciplinary approach: legal, criminal, technical, diplomatic, cultural, economic, and political. Despite this cross-disciplinary approach, however, the chapters are all linked by the overarching aim of enhancing knowledge of nuclear security and the prevention of nuclear terrorism. The volume aims to do this by investigating the different types of nuclear terrorism, and subsequently discussing the potential means to prevent these malicious acts. In addition, there is a discussion of the nuclear security regime, in general, and an important examination of both its strengths and weaknesses. The government's first Cooperative Threat Reduction (CTR) programs were created in 1991 to eliminate the former Soviet Union's nuclear, chemical, and other weapons and prevent their proliferation. The programs have accomplished a great deal: deactivating thousands of nuclear warheads, neutralizing chemical weapons, converting weapons facilities for peaceful use, and redirecting the work of former weapons scientists and engineers, among other efforts. Originally designed to deal with immediate post-Cold War challenges, the programs must be expanded to other regions and fundamentally redesigned as an active tool of foreign policy that can address contemporary threats from groups that are that are agile, networked, and adaptable. As requested by Congress, Global Security Engagement proposes how this goal can best be achieved. To meet the magnitude of new security challenges, particularly at the nexus of weapons of mass destruction and terrorism, Global Security Engagement recommends a new, more flexible, and responsive model that will draw on a broader range of partners than current programs have. The White House, working across the Executive Branch and with Congress, must lead this effort.
New international approaches to strengthening nuclear security and combating the threat of nuclear terrorism have been introduced throughout the first decade of the 21st century. The adoption of new and revised mandatory international legal instruments, as well as other non-binding initiatives and voluntary mechanisms, have led to improved security measures in this critical area, but there is still a need for substantive and procedural arrangements to be significantly strengthened.This book is a collection of the presentations and deliberations of participants at the NATO Advanced Research Workshop held in Vienna, Austria in January 2010. The workshop was attended by over 100 international experts from more than 20 countries, and the papers presented here summarize current understanding of, and approaches to, the legal framework for nuclear security and counterterrorism.
The nuclear crisis in Fukushima and growing threats of nuclear terrorism must serve as a wake-up call, prompting greater action to prepare ourselves for nuclear and radiological disasters. Our strategy to prepare for these threats is multi-layered and the events of these past years have proved the necessity to re-evaluate the national and international preparedness goals on a scale never before considered. The programme of NATO Advanced Research Workshop on “Preparedness for Nuclear and Radiological Threats” has been focused on science and technology challenges associated with our need to improve the national and international capacity and capability to prevent, protect against, mitigate the effects of, respond to, and recover from the nuclear and radiological disasters, including nuclear and radiological accident, terrorist attack by Improvised Nuclear Device (IND) or by “Dirty Bomb”-Radiological Dispersal Device (RDD), that pose the greatest risk to the national and international security and safety.
