Drawing on the author’s personal experience, this book presents an insider’s chronology and policy analysis of the EU’s role in the nuclear negotiations with Iran. The European Union strives to be a global player, a “soft power” leader that can influence international politics and state behavior. Yet critics argue that the EU’s Common Foreign and Security Policy (CFSP) remains largely ineffective and incoherent. The EU's approach to Iran has emerged as one of the few successes of European foreign policy. Still, its role in international negotiations from 2003, as much as its broader approach to Iran, are generally poorly appreciated by policy-makers in Europe, the United States, and around the world. This book aims to explain the specifics of the EU's approach to Iran, taking into account both the complexity of European foreign policy, in particular within transatlantic relations, and Iran's (aspired) place in the international order. It informs the reader about the special negotiation format that included a number of world powers as well as multilateral bodies such as the International Atomic Energy Agency (IAEA) and the UN Security Council. Renegotiating the Nuclear Order offers a sociological approach to the nuclear order, and order defined by nuclear technology and nuclear weapons. The focus is on the need to renegotiate the nuclear order, given the conflict between deterrence and disarmament and the unbalanced distribution of rights and responsibilities between the nuclear and nonnuclear states. The study applies the concepts, a relevant social group, and a technological frame developed in the sociology of technology on the current competition between the Non-Proliferation Treaty and the Treaty on the Prohibition on Nuclear Weapons. The negotiations of the nuclear programs of North Korea and Iran form the empirical background. The policy challenges identified in the sociotechnical analysis are threefold. Firstly, there is the need to guarantee the credibility of the nuclear diplomacy in the gap between the “military” and the “peaceful”. Secondly, during the past 50 years the rights of the non-nuclear states have been undermined, while the nuclear-weapon states have ignored their disarmament obligations. There is a need to renegotiate a new balance. Thirdly, the relationship between the two treaties has to be clarified. The proposal is to clearly separate the two into a comprehensive treaty on non-proliferation and to a verifiable treaty on prohibiting nuclear weapons. Little more than a year ago, the Nonproliferation Policy Education Center (NPEC) completed its initial analysis of Iran's nuclear program, Checking Iran's Nuclear Ambitions. Since then, Tehran's nuclear activities and public diplomacy have only affirmed what this analysis first suggested: Iran is not about to give up its effort to make nuclear fuel and, thereby, come within days of acquiring a nuclear bomb. Iran's continued pursuit of uranium enrichment and plutonium recycling puts a premium on asking what a more confident nuclear-ready Iran might confront us with and what we might do now to hedge against these threats. These questions are the focus of this volume. The book is divided into four parts. The first presents the endings of the NPEC's working group on Iran. It reflects interviews with government officials and outside specialists and the work of some 20 regional security experts whom NPEC convened in Washington to discuss the commissioned research that is contained in this book. Some of this report's endings to keep Iran and others from overtly deploying nuclear weapons or leaving the Nuclear Nonproliferation Treaty (NPT) are beginning to gain official support. The U.S. Government, the International Atomic Energy Agency (IAEA), and an increasing number of allies now support the idea that states that violate the NPT be held accountable for their transgressions, even if they should withdraw from the treaty. There also has been increased internal governmental discussion about the need to clarify what should be permitted under the rubric of "peaceful" nuclear energy as delineated under the NPT. The remaining report recommendations, which were presented in testimony before Congress in March of 2005, remain to be acted upon.
