Four decades ago, faced with a series of economic, political and social crises, business and government leaders in Australia and many other nations were convinced by a well organised ideological insurgency of the need for what at first was presented as a series of technical changes in economic policy. However, neoliberalism quickly became a revolutionary agenda for re-ordering the social democratic state. Captured: How neoliberalism transformed the Australian state directs attention to the central role of state power not just to remake markets, but also to remake a broad swathe of political life, social policy and citizenship. In seeking to undermine the power of organised labour and “unleash” market capitalism, neoliberalism promised a surge of competition, productivity and common prosperity. For the wealthy few, this has indeed been an historically unprecedented time of capital accumulation, but for most, the results have been profoundly disappointing. Today, neoliberalism is in crisis. We are living through an age of great instability, disillusionment and despair. Inequality of income and wealth has been rising; a majority of workers have experienced long-term declining relative living standards; corporate political and market power has reached historic levels; and younger generations are increasingly giving up the expectation of attaining the living standards of their parents. The status of prevailing neoliberal ideas and policy is in increasing disarray. But without a coherent understanding of the ideas and interests driving neoliberalism, many people have turned to incoherent populism for an explanation and salvation and, failing that, even to forms of nihilism. Disillusion and anxiety constitute the dominant mood among the economic and policy elites, within Australia and internationally. Captured presents a series of case studies from leading public policy experts, building critical new insights into the malaise that has characterised the neoliberal era. This book tells the story of how a small group of economists and lobby groups with a universalising agenda of radical change used neoliberalism to transform the state, and of the destructive effects of those policies on everyday life. Energy services and resources, as well as seasonal demand, will be increasingly affected by changing trends, increasing variability, greater extremes and large inter-annual variations in climate parameters in some regions. All evidence suggests that adaptation is not an optional add-on but an essential reckoning on par with other business risks. Existing energy infrastructure, new infrastructure and future planning need to consider emerging climate conditions and impacts on design, construction, operation, and maintenance. Integrated risk-based planning processes will be critical to address the climate change impacts and harmonize actions within and across sectors. Also, awareness, knowledge, and capacity impede mainstreaming of climate adaptation into the energy sector. However, the formal knowledge base is still nascent?information needs are complex and to a certain extent regionally and sector specific. This report provides an up-to-date compendium of what is known about weather variability and projected climate trends and their impacts on energy service provision and demand. With rapidly declining costs and seemingly unlimited sunshine, the choice of solar in Australia seems obvious. Yet despite its many advantages, homes with solar remain completely dependent on the electricity grid for reliable supply, which in Australia implies mostly coal-fired generation. Indeed, even countries that have invested heavily in solar, such as Spain and Germany, have been unable to deflect the trajectory of fossil fuel dependence. The reasons for this apparent paradox are varied, and this book provides a deeper and more nuanced understanding of the practical applications of photovoltaics (PV) in modern electricity systems. While the conventional life-cycle assessment (LCA) boundaries as prescribed by the IEA-PVPS provide a consistent methodology for comparing evolving PV technologies, the narrow boundaries exclude many critical downstream energy costs. Similarly, simple cost comparisons of PV versus conventional power sources overlook the significant economic and energy costs of intermittency and grid integration. Yet distributed storage, which could provide potentially valuable network support, is frequently given a low priority by advocates of solar. Treating PV as an extension of, rather than as a substitute for, the fossil fuel enterprise enables a more productive discussion of PV’s potential role in electricity generation. The sunburnt country of Australia, which has a modern electricity system, is an ideal case study for exploring the potential of solar PV. With a focus on rooftop solar, energy storage, grid integration, and electricity system issues, Energy in Australia offers valuable insights into the practical challenges of solar power.
