This book examines how the new forms of governance overcome administrative, political and financial obstacles and impact local prosperity and the quality of life.
This book undertakes to develop a sector specific theory of governance of the public research sector and applies it to the German research system. The book is the outcome of a large interdisciplinary project. It analyzes the reforms in the German research system from an integrated perspective of law, economics and social sciences. The case of Germany is compared to reforms in other European countries such as Austria, the Netherlands and the United Kingdom.
Based on the research of the EU-6th framework funded research consortium on 'New Modes of Governance in the European Union', this volume explores the roots, execution and applications of new forms of governance and evaluates their success.
Public authorities from all levels of government increasingly turn to Citizens' Assemblies, Juries, Panels and other representative deliberative processes to tackle complex policy problems ranging from climate change to infrastructure investment decisions. They convene groups of people representing a wide cross-section of society for at least one full day – and often much longer – to learn, deliberate, and develop collective recommendations that consider the complexities and compromises required for solving multifaceted public issues.
This volume explores the various strategies, mechanisms and processes that influence rule of law dynamics across borders and the national/international divide, illuminating the diverse paths of influence. It shows to what extent, and how, rule of law dynamics have changed in recent years, especially at the transnational and international levels of government. To explore these interactive dynamics, the volume adopts an interdisciplinary approach, bringing together the normative perspective of law with the analytical perspective of social sciences. The volume contributes to several fields, including studies of rule of law, law and development, and good governance; democratization; globalization studies; neo-institutionalism and judicial studies; international law, transnational governance and the emerging literature on judicial reforms in authoritarian regimes; and comparative law (Islamic, African, Asian, Latin American legal systems).
This publication examines new local governance models which have emerged for the pursuit of economic development strategies and socio-economic policy objectives, involving representatives of government, business and civil society organisations. It is based on a survey of local governance in seven countries (Belgium, the Czech Republic, Mexico, Norway, Slovenia, Spain and Sweden) undertaken as part of a study supported by the European Commission.

Governance discourse centers on an "ideal type" of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of "limited statehood," wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of public-private partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Recognizing these forms of governance as legitimate, the contributors clarify the complexities of a system the developed world must negotiate in the coming century.
Analysis and case studies of emerging forms of private, public, and hybrid social and environmental governance. The effects of globalization on governance are complex and uncertain. As markets integrate, governments have become increasingly hesitant to enforce regulations inside their own jurisdictions. At the same time, multilateralism has proven unsuccessful in coordinating states' responses to global challenges. In this book, Lena Partzsch describes alternatives to multilateralism, offering analyses and case studies of emerging—alternative—forms of private, public, and hybrid social and environmental regulation. In doing so, she offers a unique overview of cutting-edge approaches to global governance. After laying the theoretical and empirical foundation of her argument, Partzsch presents three case studies from the countries most affected by these new forms of governance. Drawing on primary documents, interviews, and participatory observations, she analyzes cotton supply chains and voluntary (private) cotton certification in Ethiopia; public supply-chain regulation of “conflict resources” from the Democratic Republic of the Congo; and hybrid governance of palm oil production in Indonesia. Partzsch finds that the new entanglement of public and private regulation fails to address social and environmental considerations in mainstream markets; argues that only in exceptional cases do alternative forms of regulation overcome the power asymmetries between actors in the consuming countries of the Global North and those in the producing countries of the Global South; and concludes that, while the paradigm of free trade fades, we must continue to develop viable alternatives in order to pursue collective norms of environmental sustainability and social justice.
