This Poverty Reduction Strategy Paper for Nigeria highlights the National Economic Empowerment and Development Strategy (NEEDS). NEEDS gives special support to agriculture, industry, small and medium-scale enterprises, and oil and gas. Under the plan, the government will seek long-term capital for investment. Trade policy will be modified to unburden business of the red tape and complex procedures that hinder it from flourishing. NEEDS envisages forging stronger links between educational institutions and industry to stimulate rapid industrial growth and efficient exploitation of resources.
Peacebuilding, Power, and Politics in Africa is a critical reflection on peacebuilding efforts in Africa. The authors expose the tensions and contradictions in different clusters of peacebuilding activities, including peace negotiations; statebuilding; security sector governance; and disarmament, demobilization, and reintegration. Essays also address the institutional framework for peacebuilding in Africa and the ideological underpinnings of key institutions, including the African Union, NEPAD, the African Development Bank, the Pan-African Ministers Conference for Public and Civil Service, the UN Peacebuilding Commission, the World Bank, and the International Criminal Court. The volume includes on-the-ground case study chapters on Sudan, the Great Lakes Region of Africa, Sierra Leone and Liberia, the Niger Delta, Southern Africa, and Somalia, analyzing how peacebuilding operates in particular African contexts. The authors adopt a variety of approaches, but they share a conviction that peacebuilding in Africa is not a script that is authored solely in Western capitals and in the corridors of the United Nations. Rather, the writers in this volume focus on the interaction between local and global ideas and practices in the reconstitution of authority and livelihoods after conflict. The book systematically showcases the tensions that occur within and between the many actors involved in the peacebuilding industry, as well as their intended beneficiaries. It looks at the multiple ways in which peacebuilding ideas and initiatives are reinforced, questioned, reappropriated, and redesigned by different African actors. This paper highlights that the Washington Consensus helped fill the need for an economic policy framework following the discrediting of central planning and import-substitution trade strategies. Latin American governments championed the Consensus in the early 1990s, and the policy agenda delivered some of the things it was supposed to—healthier budgets, lower inflation, lower external debt ratios, and economic growth. But unemployment rose in many countries and poverty remained widespread, while the emphasis on market openness made states vulnerable to the side effects of globalization.
The Federal Government of Nigeria has adopted an ambitious strategy to make Nigeria the world’s 20th largest economy by 2020. Sustaining such a pace of growth will entail rapid expansion of the level of activity in key carbon-emitting sectors, such as power, oil and gas, agriculture and transport. In the absence of policies to accompany economic growth with a reduced carbon foot-print, emissions of greenhouse gases could more than double in the next two decades. This study finds that there are several options for Nigeria to achieve the development objectives of vision 20:2020 and beyond, but stabilizing emissions at 2010 levels, and with domestic benefits in the order of 2 percent of GDP. These benefits include cheaper and more diversified electricity sources; more efficient operation of the oil and gas industry; more productive and climate –resilient agriculture; and better transport services, resulting in fuel economies, better air quality, and reduced congestion. The study outlines several actions that the Federal Government could undertake to facilitate the transition towards a low carbon economy, including enhanced governance for climate action, integration of climate consideration in the Agriculture Transformation Agenda, promotion of energy efficiency programs, scale-up of low carbon technologies in power generation (such as renewables an combined cycle gas turbines), and enhance vehicle fuel efficiency.
Poverty in Africa is largely the outcome of slow growth. With the region hosting 10 percent of the world's population but a staggering 30 percent of the world's poor, the challenges it faces are enormous but NOT insurmountable. The message of this book is clear - poverty-eradicating development in Africa is possible. In fact, there are indications that Africa is at a turning point, and there is growing momentum among front-runner economies in the region toward higher and sustained growth. This study challenges African countries and their development partners to consolidate and continue this momentum and to exploit the advantages of the continent as a latecomer, particularly in innovation and in drawing lessons from successful export-led growth experiences in Asia and Latin America. "Challenges of African Growth" identifies opportunities, constraints, and strategic choices that African countries face in their quest for achieving the growth necessary for poverty alleviation. More important, the study provides a broad menu of stategic options for ensuring not only that countries embark on a growth path, but also that the growth is shared and sustainable. The critical areas for action rest on four pillars: the investment climate; infrastructure; innovation for increasing productivity and competitiveness; and institutional capacity.

The aim of this report is to help improve the quality of the knowledge on the state of the world's water resources. In order to provide a basis for discussing the issues, FAO's Aquastat programme compiles existing quantitative and qualitative information on water resources, water use and irrigation by country. This report focuses on the work done through the Aquastat surveys to collect and analyse available information on water resources for all countries in the world. The report presents the concepts and methodology applied in order to compute country-level water resources data. It presents and analyses the key findings at both global and regional levels. It also discusses the limitations of the approach and the information gaps that remain.
