The African Union (AU) has committed to a vision of Africa that is "integrated, prosperous and peaceful ... driven by its own citizens, a dynamic force in the global arena" (Vision and Mission of the African Union, May 2004). Strengthening Popular Participation in the African Union aims to take up the challenge of achieving this vision. It is a tool to assist activists to engage with AU policies and programmes. It describes the AU decision-making process and outlines the roles and responsibilities of the AU institutions. This guide aims to help those organizations that wish to engage the AU but do not currently know where to start by providing an outline of the key institutions and processes and suggesting ways to influence them. The guide is divided into three sections: *Part 1: A description of AU organs and institutions. *Part 2: Suggestions on how to influence AU decisions and policy processes. *Part 3: A summary of the debate to restructure the AU into a "Union Government."
The African Union was established in July 2002 by African leaders, evolving from the Organization of African Unity (OAU). However the idea of the African Union can be traced to the Pan-Africanist movement. Timothy Murithi looks at the emergence of Pan-Africanism and how it was institutionalized through the Pan-African Congress and the OAU. He argues that the African Union represents the third phase of the institutionalization of Pan-Africanism. The book examines the limitations of the OAU and discusses whether the African Union can adopt a more interventionist stance in dealing with peacebuilding and development in Africa. The volume assesses the African Union's peace and security institutions and analyzes how it is beginning to collaborate with civil society. It takes a critical look at the Union's New Partnership for Africa's Development (NEPAD) and argues that Africa needs to adopt a developmental and governance agenda that will be much more responsive towards improving the well-being and livelihood of its peoples.
Integrating information and communication technologies (ICTs) into governance processes can greatly enhance the delivery of public services to all citizens. ICT integration will not only improve the performance of governance systems, it will also transform relationships amongst stakeholders, thereby influencing policymaking processes and regulatory frameworks. In the developing world, however, the potential of ICTs for effective governance remains largely unexplored and unexploited. This book presents the context, theory, and current thinking on the interaction between ICTs and local governance, particularly in Africa. It discusses the shift from OC governmentOCO to OC e-governance, OCO describes the role of local-level authorities, and presents the benefits and limitations of introducing ICTs in government operations. Case studies from Ghana, Senegal, South Africa, and Uganda describe local governance/ICTs projects executed by civil society organizations, academic institutions, and government authorities. Drawing from the findings in these case studies and from the introductory research and original conceptual framework, the book presents a series of conclusions and recommendation on the future of effective ICTs use for better governance and improved economic development at the local level. Some of the bloodiest conflicts occur on the African continent. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. The main context of the book, however, is the South African Army’s strategy for PCRD in Africa, which was developed with the African Union’s 2006 Post-Conflict, Reconstruction and Development Needs Assessment Guide in mind. This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.
Since 1963, when the African integration project was born, regional Economic Communities (RECs) have been an indispensable part of the continents deeper socioeconomic and political integration. More than half a century later, such regional institutions continue to evolve, keeping pace with an Africa that is transforming itself amid challenges and opportunities. RECs represent a huge potential to be the engines that drive the continents economic growth and development as well as being vehicles through which a sense of a continental community is fostered. Building Nations from the Bottom Up: The Global Rise of Democratic Society presents a sweeping overview of the forces now shaping the global debate, including citizen-led development projects, poverty-reduction strategies that substitute opportunity for charity, and electronically linked movements to combat corruption and autocratic rule.
