This book presents a series of essays by I. Conflicts in Eurasia have been receiving significant attention in the last few years from political scientists and international relations scholars. The geographic area of Eurasia lies at the intersection of global and regional conflicts and coordination games. On the one hand, regional controversies in Eurasia often affect relations among the great powers on a global scale – for instance, Russia believes it is engaged in a clash with the United States and its allies in post-Soviet Eurasia and that by obstructing EU and US policies in its neighbourhood, Moscow not only protects its security interests but also precipitates the demise of the US-centric world order. On the other hand, global rivalries can either exacerbate tensions or facilitate negotiated solutions across Eurasia, mostly as a result of competitive behaviour among major powers in conflict mediation. Few scholars have focused on the negotiation process or brought together the whole variety of seemingly disparate yet comparable cases. This volume, edited by two global security experts – one from Canada and one from Russia – examines negotiations that continue after the “hot phase” of a conflict has ended and the focus becomes the search for lasting security solutions. The Supply Side of Security conceptualizes military alliances as contracts for exchanging goods and services. At the international level, the market for these contracts is shaped by how many countries can supply security. Tongfi Kim identifies the supply of policy concessions and military commitments as the main factors that explain the bargaining power of a state in a potential or existing alliance. Additionally, three variables of a state's domestic politics significantly affect its negotiating power: whether there is strong domestic opposition to the alliance, whether the state's leader is pro-alliance, and whether that leader is vulnerable. Kim then looks beyond existing alliance literature, which focuses on threats, to produce a deductive theory based on analysis of how the global power structure and domestic politics affect alliances. As China becomes stronger and the U.S. military budget shrinks, The Supply Side of Security shows that these countries should be understood not just as competing threats, but as competing security suppliers.
Shared water resources in South Asia face various challenges including scarcity, population growth, and climate change impacts on all the riparians. Consequently, national calls for water security have become louder. As a result, collaboration among the nations of South Asia for ensuring equitable sharing of such water resources has not been optimal. While most countries do not have reliable systems for data generation, those possessing some hydrological data consider them state secrets, restricting their exchange. Even when treaty obligations exist, data-sharing practices are ad hoc, and the range of information shared is limited. Thus, negotiating new transboundary water treaties amongst South Asia’s riparian countries has become a daunting task, and enforcing existing ones remains a real challenge.
Most studies of international negotiations take successful talks as their subject. With a few notable exceptions, analysts have paid little attention to negotiations ending in failure. The essays in Unfinished Business show that as much, if not more, can be learned from failed negotiations as from successful negotiations with mediocre outcomes. Failure in this study pertains to a set of negotiating sessions that were convened for the purpose of achieving an agreement but instead broke up in continued disagreement. Seven case studies compose the first part of this volume: the United Nations negotiations on Iraq, the Middle East Peace Summit at Camp David in 2000, Iran-European Union negotiations, the Cyprus conflict, the Biological Weapons Convention, the London Conference of 1830–33 on the status of Belgium, and two hostage negotiations (Waco and the Munich Olympics). These case studies provide examples of different types of failed negotiations: bilateral, multilateral, and mediated (or trilateral). The second part of the book analyzes empirical findings from the case studies as causes of failure falling in four categories: actors, structure, strategy, and process. This is an analytical framework recommended by the Processes of International Negotiation, arguably the leading society dedicated to research in this area. The last section of Unfinished Business contains two summarizing chapters that provide broader conclusions—lessons for theory and lessons for practice.
