The basic objective of this report is to place the debate about the future of the Northern Sea Route into the larger picture of Arctic politics and the emerging agenda of the Arctic as a developing region in international society. National security and international environmental cooperation, are the objects of study employed, both separately and in various conceptual combinations, to realize this purpose. To help me in this, I was privileged to draw on the profound expertise of my highly esteemed co-authors, Professor Franklyn Griffiths at the University of Toronto and Senior Researchers at IMEMO in Moscow: Raphael Vartanov, Alexei Roginko and Alexander Kolossov. Yohei Sasakawa The Northern Sea Route is the shortest shipping route connecting the Far East and Europe. However, the route has been practically inaccessible to commercial vessels, due to the harsh natural conditions in the area, which make navigation possible for only a small part of the year, and then only with an icebreaker leading the way. Opening the Northern Sea Route would greatly facilitate international shipping, making two routes - a northbound one through the NSR, and a southbound one through Suez- available throughout all seasons. The Northern Sea Route would also help to boost economic development, including the exploitation of natural resources in Russian regions along the coast of the Arctic Ocean. Thanks to international cooperation, we have been able to set up and successfully conclude a special project to investigate the possibilities of developing the Northern Sea Route as a commercial route, while protecting the environment, wildlife and peoples of the Arctic Ocean region. This represents a highly significant step in terms of future global development.
Annotation Science without Boundaries discusses the many issues involved in going beyond disciplinary research practices in science, politics and society, and addresses the complexities of their interface. Governments and politicians are increasingly calling upon the scientific community to deal with global challenges such as climate change, poverty, international governance, peace-making et cetera. These are calls for interdisciplinary research - calls to deal with the interaction of parts in complex systems. The book addresses questions like these: -Does interdisciplinary research fit into the overall disciplinary organization of the sciences? -Does interdisciplinary research meet the high scientific standards of the research community? -How does the science community adopt to changing circumstances? -How responsive is the science community to social and political needs? -To what extent do governments intervene to influence science? -What pattern of interaction exists between politics, society and research? Polar research is used to show how politics may intermingle with science to safeguard national interests in times of dramatic international change.
The Arctic is particularly affected by climate change; over the past few decades, temperatures in this area have risen twice as fast as the mean global rate. The most prominent effect of global climate change in the region is the melting sea ice in the Arctic Ocean, which enables a multitude of ocean uses to be initiated and extended, such as shipping, fishing and oil and gas extraction. Unlike in the Antarctic, there is currently no single comprehensive legal regime for governance of the Arctic. Instead, the region is regulated by a patchwork of international treaties, above all the United Nations Convention on the Law of the Sea (UNCLOS), various regional and sub-regional agreements, national laws and soft-law agreements. This treatise provides an evaluation of the governance regime that regulates the use of the Arctic marine environment and its readiness to protect these fragile ecosystems in light of the consequences of climate change.

The purpose of the Conference was two-fold. First, it was the intention of the organizers to present to the potential users of the Northern Sea Route - i. e. the international shipping industry and relevant cargo owners - the results of six years of multidisciplinary INSROP research. Second, it was the organizers' intention to create a unique meeting place for the different Northern Sea Route stakeholders - a forum where users, the Russian NSR administrators, the researchers and other interested parties could discuss the status and future of the route. In these Conference Proceedings, you will fmd the manuscripts of the speeches presented during the Conference: The manuscripts can roughly be divided into three groups with widely different focuses: On one hand, you will fmd the representatives of shipping and other commercial interests, focusing on the NSR's potential for profit in the short term, and on the shortcomings of the route. On the other hand, you will fmd representatives of different levels of Russian authorities, presenting the possibilities offered by the route, and emphasizing Russia's long experience in using and administrating it. In between these two groups stand the researchers, presenting a multi-faceted and hopefully balanced picture of the NSR and its possibilities vs.
How can we best protect the polar marine environment against pollution? Leading scholars on environmental law, the law of the sea, and Arctic and Antarctic affairs here examine this important question. To what extent do existing global instruments of environmental protection apply to the Arctic Ocean and the Southern Ocean? Can the arrangements adopted at regional, sub-regional and national levels provide adequate protection? This book examines and compares various levels of regulation in protecting the marine environment of the Arctic and Antarctic, with specific attention to land-based activities, radioactive waste dumping, and shipping in ice-covered waters. Developments since the establishment of the Arctic Council in 1996 and the entry into force of the Protocol on Environmental Protection to the Antarctic Treaty in 1998 are also discussed. This is a volume that will appeal to polar specialists and to all those interested in environmental law and policy.
The North Pole is being transformed from a sea-ice cap to a seasonally ice-free sea within the next few decades. This fundamental shift in the boundary conditions of the Arctic Ocean will create a new natural system with different dynamics than anything previously experienced by humans in the region. With the diminishing ice cover, interests are awakening globally to take advantage of extensive energy, shipping, fishing and tourism prospects in the Arctic Ocean. A range of states, including the major Arctic powers, are increasingly asserting their sovereignty seawards. National security policies are being declared and nuclear-capable states are adjusting their strategic deployments in the Arctic Ocean. There are forums for international cooperation in the Arctic, most notably the Arctic Council, but peace in the Arctic Ocean has yet to be explicitly established as a common interest because of the long-standing military presence. Risks of political, economic and cultural instabilities are inherent consequences. This volume proposes environmental security as providing a holistic framework to assess these security risks and then identify the appropriate adaptation and mitigation responses. Only after shared risk assessment and understanding of the appropriate responses, will there be sufficient clarity about the governance paths to pursue within the international legal framework of the law of the sea.
It is a fact that the climate is changing globally. As a remote, harsh part of the world, climate of the Arctic is changing as well. The Arctic ice is melting at an astonishing rate. Thus, the region is getting more accessible. Even the Arctic sea routes are ice-free nearly for five months a year right now, this period will probably last longer in the coming years. Moreover, hydrocarbon explorations in the region will increase the expectations regarding an ice-free Arctic since the economic potential of the region is rising to the surface. Under these circumstances, the Arctic has recently been witnessing both challenges and opportunities. The latter includes the exploitation of hydrocarbons and utilization accessible maritime routes - both of which are opportunities gathering less attention- whereas conflicting issues regarding sovereignty and national security are regularly thematized by politicians and media. Here, the point is that, whereas challenges are being underlined, the opportunities are being ignored. Put differently, while politicians and the media address issues pertaining to the regional policies - especially conflicting ones and ecology of the region- on the other hand economic potential of the region triggered by the ice-melting is paid no mind. With this in mind, as one of the most significant institutions in the region, the Arctic Council aims to manage the issues in question. Thus, this book aims to provide enlightenment on the Arctic states’ predominant intent to utilize opportunities under the auspices of the Arctic Council via neoliberal policies. The book indicates that the Arctic Council -as an example of regime formation- could be best understood via neoliberal perspective of regime theory since its members plan to further economic development of the region as a common priority.
The climate and other characteristics of the polar regions have been major factors in shaping the legal regime applicable to the polar oceans. In Antarctica, states have had to grapple with the question of how to account for developments in the Law of the Sea, while preserving the compromise over sovereignty contained in the Antarctic Treaty. The Arctic also has presented challenges for the Law of the Sea, as illustrated by the continued attention given to special rules for polar shipping. The 1982 United Nations Convention on the Law of the Sea has led to substantial agreement on the legal regime of ocean spaces. The present volume explores the impact the Convention has had on the polar regions in this respect, including after its entry into force in 1994. To this end, it looks at a number of issue areas in the field of maritime delimitation (baselines, maritime zones, delimitation of maritime zones betweenm neighboring states) and jursidiction (environmental protection, navigation and fisheries) from a bipolar perspective. It is strongly suggested that the legal regime of the polar oceans will be further elaborated to more effectively deal with existing activities or to accommodate new activities. It is likely that the United Nations Convention of the Law of the Sea will continue to provide the basic legal framework for this exercise and that states will be careful not to unravel the delicate balance contained in it.
