Our nation faces daunting challenges to its food and fiber system and to the condition of our natural resources in the coming decades. Rapid increases in world population and the pressure on resources generated by increasing per capita consumption as a result of increasing per capita income challenge the very basis of our standard of livingâ€"our food, fiber, and natural-resource base. As the nation faces the challenges, new technologies and new information systems are changing the face of biologic research. The US Department of Agriculture (USDA) has traditionally been the nation's primary public research engine in food, fiber, and natural resources. The National Research Initiative Competitive Grants Program (NRI) is a small part of that USDA research effort, but it accounts for a substantial portion of the nation's merit-based peer-reviewed fundamental research efforts in food, fiber, and natural resources. In 1997, USDA asked the National Research Council Board on Agriculture (now the Board on Agriculture and Natural Resources) to conduct an independent assessment of the NRI program. Specifically, USDA asked the Research Council to: perform a retrospective assessment of the quality and value of research funded by the program; determine whether the science and technology priorities in the major NRI programs are defined appropriately; assess how NRI activities complement other USDA programs, those of other federal agencies, and state programs in the private sector; and recommend the nature and content of changes for the future. This report summarizes the results of the committee's analysis. Chapter 2 summarizes the value of food, fiber, and natural resources-research to the United States, focusing on economic contributions and rates of return of food and fiber research. The committee's analysis of the quality, value, fairness, relevance, and responsiveness of the NRI competitive grants program is presented in chapter 3. Chapter 4 presents the committee's analysis of the role and scope of the NRI, including its scientific objectives, its value in training and education, and its complementarity with other research activities. The committee's analysis of NRI's priority-setting process and its research priorities is given in chapter 5. The committee's analysis of organizational and funding issues is given in chapter 6. Chapter 7 presents the committee's recommendations to improve the effectiveness of the NRI program. Additional supporting materials are found in appendixes A through I.
The Board on Agriculture (BA), in this self-initiated study, reaffirms recommendations it made for the U.S. Department of Agriculture supported competitive grants program in its 1989 report Investing in Research: A Proposal to Strengthen the Agricultural, Food, and Environmental System. Although the National Initiative for Research on Agriculture, Food, and Environment expanded following the BA's 1989 report, it has achieved neither the program breadth nor the $500 million annual funding level recommended. The book's discussion of competitively awarded grants as a mechanism to support high-quality research broadly related to agriculture, food, and natural resources dovetails with current efforts to craft the research component of the 1995 Farm Bill.
The United States embarked on bold polices to enhance its food and agricultural system during the last half of the 19th century, investing first in the education of people and soon thereafter in research and discovery programs aimed at acquiring new knowledge needed to address the complex challenges of feeding a growing and hungry nation. Those policies, sustained over 125 years, have produced the most productive and efficient agricultural and food system in history. The U.S. Department of Agriculture (USDA) is the primary agency responsible for supporting innovations and advances in food and agriculture. USDA funds are allocated to support research through several mechanisms, including the Agriculture and Food Research Initiative (AFRI). In 2008, Congress replaced USDA's National Research Initiative with AFRI, creating USDA's flagship competitive research grants program, and the 2008 Food, Conservation, and Energy Act, known as the Farm Bill, outlined the structure of the new program. Spurring Innovation in Food and Agriculture assesses the effectiveness of AFRI in meeting the goals laid out by Congress and its success in advancing innovations and competitiveness in the U.S. food and agriculture system. Spurring Innovation in Food and Agriculture evaluates the value, relevance, quality, fairness, and flexibility of AFRI. This report also considers funding policies and mechanisms and identifies measures of the effectiveness and efficiency of AFRI's operation. The study examines AFRI's role in advancing science in relation to other research and grant programs inside of USDA as well as how complementary it is to other federal research and development programs. The findings and conclusions of this report will help AFRI improve its functions and effectiveness in meeting its goals and outcomes.
Although few Americans work as farmers these days, agriculture on the whole remains economically importantâ€"playing a key role in such contemporary issues as consumer health and nutrition, worker safety and animal welfare, and environmental protection. This publication provides a comprehensive picture of the primary education system for the nation's agriculture industry: the land grant colleges of agriculture. Colleges of Agriculture at the Land Grant Universities informs the public debate about the challenges that will shape the future of these colleges and serves as a foundation for a second volume, which will present recommendations for policy and institutional changes in the land grant system. This book reviews the legislative history of the land grant system from its establishment in 1862 to the 1994 act conferring land grant status on Native American colleges. It describes trends that have shaped agriculture and agricultural education over the decadesâ€"the shift of labor from farm to factory, reasons for and effects of increased productivity and specialization, the rise of the corporate farm, and more. The committee reviews the system's three-part missionâ€"education, research, and extension serviceâ€"and through this perspective documents the changing nature of funding and examines the unique structure of the U.S. agricultural research and education system. Demographic data on faculties, students, extension staff, commodity and funding clusters, and geographic specializations profile the system and identify similarities and differences among the colleges of agriculture, trends in funding, and a host of other issues. The tables in the appendix provide further itemization about general population distribution, student and educator demographics, types of degree programs, and funding allocations. Concise commentary and informative graphics augment the detailed statistical presentations. This book will be important to policymakers, administrators, educators, researchers, and students of agriculture.
Targeting regional economic development (TRED) has a long and rich tradition among academic economists and in the world of economic development practitioners. This book builds on a series of workshops and papers organized by The Northeast Regional Center for Rural Development (NERCRD) at the Pennsylvania State University and the Rural Policy Research Centre (RUPRI) at the University of Missouri. Through the coordinated efforts of NERCRD and RUPRI, a network of university based researchers and Extension education specialists was developed and provides the foundation of this new edited volume. For the first time in a single book, Goetz, Deller and Harris present an innovative approach through a collection of chapters discussing industry targeting and the relevance of TRED as an important analytical tool for practical targeting purposes. The papers present issues surrounding community economic development, clusters in industry and rural communities and the role of agglomeration economies. The book provides the reader with insights into not only the theoretical foundations of targeting as well as empirical methods, but also approaches for using the community-level analysis to affect policy directions.
In 2006 the National Institutes of Health (NIH) established the Clinical and Translational Science Awards (CTSA) Program, recognizing the need for a new impetus to encourage clinical and translational research. At the time it was very difficult to translate basic and clinical research into clinical and community practice; making it difficult for individual patients and communities to receive its benefits. Since its creation the CTSA Program has expanded, with 61 sites spread across the nation's academic health centers and other institutions, hoping to provide catalysts and test beds for policies and practices that can benefit clinical and translation research organizations throughout the country. The NIH contracted with the Institute of Medicine (IOM) in 2012 to conduct a study to assess and provide recommendations on appropriateness of the CTSA Program's mission and strategic goals and whether changes were needed. The study was also address the implementation of the program by the National Center for Advancing Translational Sciences (NCATS) while exploring the CTSA's contributions in the acceleration of the development of new therapeutics. A 13-member committee was established to head this task; the committee had collective expertise in community outreach and engagement, public health and health policy, bioethics, education and training, pharmaceutical research and development, program evaluation, clinical and biomedical research, and child health research. The CTSA Program at NIH: Opportunities for Advancing Clinical and Translational Research is the result of investigations into previous program evaluations and assessments, open-session meetings and conference class, and the review of scientific literature. Overall, the committee believes that the CTSA Program is significant to the advancement of clinical and translational research through its contributions. The Program would benefit from a variety of revisions, however, to make it more efficient and effective.
Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. The benefits of improving and regulating the forensic science disciplines are clear: assisting law enforcement officials, enhancing homeland security, and reducing the risk of wrongful conviction and exoneration. Strengthening Forensic Science in the United States gives a full account of what is needed to advance the forensic science disciplines, including upgrading of systems and organizational structures, better training, widespread adoption of uniform and enforceable best practices, and mandatory certification and accreditation programs. While this book provides an essential call-to-action for congress and policy makers, it also serves as a vital tool for law enforcement agencies, criminal prosecutors and attorneys, and forensic science educators.
