The extra-legal effects of international and domestic war crimes trials continue to puzzle researchers and practitioners. In the former Yugoslav states, the legacy of conflict and issues of transitional justice remains central in politics, society and culture. This book provides a new theoretical and methodological approach to one of these puzzles: why universal human rights norms become distorted or undermined when they reach local publics. It investigates the social and cultural contexts that transitional justice processes take place in by looking at how emotional everyday narratives can hamper the spread of norms in society. Conceptualizing Mass Violence draws attention to the conspicuous inability to inhibit mass violence in myriads forms and considers the plausible reasons for doing so. Focusing on a postcolonial perspective, the volume seeks to popularize and institutionalize the study of mass violence in South Asia. The essays explore and deliberate upon the varied aspects of mass violence, namely revisionism, reconstruction, atrocities, trauma, memorialization and literature, the need for Holocaust education, and the criticality of dialogue and reconciliation. The language, content, and characteristics of mass violence/genocide explicitly reinforce its aggressive, transmuting, and multifaceted character and the consequent necessity to understand the same in a nuanced manner. The book is an attempt to do so as it takes episodes of mass violence for case study from all inhabited continents, from the twentieth century to the present. The volume studies ‘consciously enforced mass violence’ through an interdisciplinary approach and suggests that dialogue aimed at reconciliation is perhaps the singular agency via which a solution could be achieved from mass violence in the global context. Massacres and mass killings have always marked if not shaped the history of the world and as such are subjects of increasing interest among historians. The premise underlying this collection is that massacres were an integral, if not accepted part (until quite recently) of warfare, and that they were often fundamental to the colonizing process in the early modern and modern worlds. Making a deliberate distinction between 'massacre' and 'genocide', the editors call for an entirely separate and new subject under the rubric of 'Massacre Studies', dealing with mass killings that are not genocidal in intent. Individuals can assume—and be assigned—multiple roles throughout a conflict: perpetrators can be victims, and vice versa; heroes can be reassessed as complicit and compromised. However, accepting this more accurate representation of the narrativized identities of violence presents a conundrum for accountability and justice mechanisms premised on clear roles. This book considers these complex, sometimes overlapping roles, as people respond to mass violence in various contexts, from international tribunals to NGO-based social movements. Bringing the literature on perpetration in conversation with the more recent field of victim studies, it suggests a new, more effective, and reflexive approach to engagement in post-conflict contexts. Long-term positive peace requires understanding the narrative dynamics within and between groups, demonstrating that the blurring of victim-perpetrator boundaries, and acknowledging their overlapping roles, is a crucial part of peacebuilding processes. When human beings are at their worst – as they most certainly were in Rwanda during the 1994 genocide – the world needs the institutions of journalism and the media to be at their best. Sadly, in Rwanda, the media fell short. Media and Mass Atrocity revisits the case of Rwanda, but also examines how the nexus between media and mass atrocity has been shaped by the dramatic rise of social media. It has been twenty-five years since Rwanda slid into the abyss. The killings happened in broad daylight, but many of us turned away. A quarter century later, there is still much to learn about the relationship between the media and genocide, an issue laid bare by the Rwanda tragedy. Media and Mass Atrocity revisits the debate over the role of traditional news media in Rwanda, where, confronted by the horrors taking place, international news media, for the most part, turned away, and at times muddled the story when they did pay attention. Hate-media outlets in Rwanda played a role in laying the groundwork for genocide, and then actively encouraged the extermination campaign. The news media not only failed to fully grasp and communicate the genocide, but mostly overlooked the war crimes committed during the genocide and in its aftermath by the Rwandan Patriotic Front. The global media landscape has been transformed since Rwanda. We are now saturated with social media, generated as often as not by non-journalists. Mobile phones are everywhere. And in many quarters, the traditional news media business model continues to recede. Against that backdrop, it is more important than ever to examine the nexus between media and mass atrocity. The book includes an extensive section on the echoes of Rwanda, which looks at the cases of Darfur, the Central African Republic, Myanmar, and South Sudan, while the impact of social media as a new actor is examined through chapters on social media use by the Islamic State and in Syria and in other contexts across the developing world. It also looks at the aftermath of the genocide: the shifting narrative of the genocide itself, the evolving debate over the role and impact of hate media in Rwanda, the challenge of digitizing archival records of the genocide, and the fostering of free and independent media in atrocity's wake. Memories of Mass Repression presents the results of researchers working with the voices of witnesses. Its stories include the witnesses, victims, and survivors; it also reflects the subjective experience of the study of such narratives. The work contributes to the development of the field of oral history, where the creation of the narrative is considered an interaction between the text of the narrator and the listener. The contributors are particularly interested in ways in which memory is created and molded. The interactions of different, even conflicting, memories of other individuals, and society as a whole are considered. In writing the history of genocide, "emotional" memory and "objective" research are interwoven and inseparable. It is as much the historian's task to decipher witness account, as it is to interpret traditional written sources. These sometimes antagonistic narratives of memory fashioned and mobilized within public and private arenas, together with the ensuing conflicts, paradoxes, and contradictions that they unleash, are all part of efforts to come to terms with what happened. Mining memory is the only way in which we can hope to arrive at a truer, and less biased historical account of events. Memory is at some level selective. Most believers in political movements turned out to be the opposite of what they promised. When given a proper forum, stories that are in opposition to dominant memories, or in conflict with our own memories, can effectively battle collective forgetting. This volume offers the reader a vision of the subjective side of history without falsifying the objective reality of human survival.
