This book covers several dimensions of disaster studies as an emerging discipline. It is the inaugural book in the series ‘Disaster Studies and Management’ and deals with questions such as “Is disaster management a field of practice, a profession, or simply a new area of study?” Exploring intersectionalities, the book also examines areas of research that could help enhance the discourse on disaster management from policy and practice perspectives, revisiting conventional event-centric approaches, which are the basis for most writings on the subject. This book highlights the relationship between disasters and development through a socio-cultural study of human geography and governance institutions. It studies the cause, context and consequences of disasters in one of the most fragile Himalayan regions in India. The book establishes the fact that disaster management is built within the framework of good governance, without which it has no meaning. For lack of effective and responsive governance, development has lagged behind and even though the frequency of disasters has been increasing, little is being done to redesign developmental frameworks to prevent ensuing losses. Besides, the near absence of governmental support during recurrent disasters, communities have cumulatively become reservoirs of innovations to cope up with disasters. The resilience plans need not follow implanted models but may be cost effective only if they apply a bottom up approach. Just as the region is culturally diverse so are the challenges encountered by local communities in terms of generating resilience to every disaster. Despite more than a decade of the Disaster Management Act (DMA) of 2005, most of the states in this northeastern fringe of India continue to wait for its implementation beyond mere structures and offices. The book suggests that urgent action is required in accordance with the DMA 2005 towards inter-agency coordination, proactive participation of local governance, mobilization of Community based Organizations (CBOs) and curriculum based training in every academic and technical institution. Governments of these northeastern states of India should establish accountability of State Disaster Management Authorities and inspire them to participate proactively with communities for an effective resilience building in the region.

‘Nagaland for Christ’ and ‘Jesus Saves’ are familiar slogans prominently displayed on public transport and celebratory banners in Nagaland, north-east India. They express an idealization of Christian homogeneity that belies the underlying tensions and negotiations between Christian and non-Christian Naga. This religious division is intertwined with that of healing beliefs and practices, both animistic and biomedical. This study focuses on the particular experiences of the Angami Naga, one of the many Naga peoples. Like other Naga, they are citizens of the state of India but extend ethnolinguistically into Tibeto-Burman south-east Asia. This ambiguity and how it affects their Christianity, global involvement, indigenous cultural assertiveness and nationalist struggle is explored. Not simply describing continuity through change, this study reveals the alternating Christian and non-Christian streams of discourse, one masking the other but at different times and in different guises.

The book brings together implementation studies from the Asia Pacific countries in the context of the deadline of 2015 for achieving the Millennium Development Goals. The contributors to this volume are scholars belonging to the Network of Asia Pacific Schools and Institutes of Public Administration and Governance (NAPSIPAG). NAPSIPAG is the only non-West governance research network presently located at Jawaharlal Nehru University, New Delhi after having shifted from its original location at INTAN (Government of Malaysia) at Kuala Lumpur in 2009. ‘Implementation’ is a less understood but a much debated area of governance research. It requires micro-level analysis of government agencies, service delivery departments and stakeholders on one hand and its national and global policy level connections on the other. Implementation studies are above disciplinary divides and subsequent disjunctions which inhibit explorations on policy downslides or failures. The studies relate to the new initiatives which governments across the region have undertaken to reach out to the MDG targets agreed upon in 2000. The focus of analysis is the policy framework, local capacities of both the government agencies and people in drawing partnerships with relevant expert groups, ability to bring transparency and accountability measures in transactions for cost-effective results, leadership and sustainability dimensions which influence the functioning of local agencies. The book is especially important in the background of 15 voluminous Administrative Reforms Commission Reports accumulating dust in India and similar efforts lying unattended in many other countries of this region as well. Countries like Malaysia, which has focused upon ‘implementation strategies’ combined with timely evaluation and supervision of administrative agencies has almost achieved most of their committed MDGs. A special report of Malaysian efforts, initiates the debate of moving beyond the ‘best practice research’ in implementation arena. The central idea of this book is to demonstrate the role of communities in making governance effective and government responsive to the needs of people.
Democratisation is a formidable task in the Himalayan region owing to its immense cultural heterogeneity. The process of democratisation has accentuated ethnic competition, assertion of identity and demand for ethnic homelands to protect, safeguard and promote political and development interests of various groups. The book argues that the play of ethnicity, the creation of political parties and interest groups, the emergence of social movements, the voice of protest and opposition do not indicate a crisis in democracy, but comprise the instruments by which the state is pushed towards reform, welfare, inclusive politics, and is obliged to listen to the people.
