Public transport in low-income Asian (LIA) cities fails to meet people’s mobility needs, generates high greenhouse gas (GHG) emissions and worsens social exclusion. Following successful Bus Rapid Transit (BRT) projects in Bogota and Curitibá, LIA countries promoted BRT in their large to medium-sized cities. However, the political and institutional structure distinctive to LIA cities makes their implementation difficult. This book investigates policy tensions by examining the planning and attempted implementation of BRT projects, taking Bandung and Surabaya in Indonesia as case studies. It analyses BRT to understand how power and communication gaps in institutional relationships between different actors at multiple levels of governance create conflict, and concludes that top-down policies and funding mechanisms cause tension in intergovernmental relationships. It also found that BRT solutions generated socio-political tension arising from the socio-economic realities and local political dynamics that shaped city structure, mobility patterns and capacity in resolving conflicts. The superimposed BRT solution generated discursive tension because conflicting discourses were not aligned with local economic, social, and environmental issues. The book highlights the need to take into consideration the vital role of local social and political actors, institutions and planning processes as they respond to and shape policies that are imposed by higher levels.

Motorcycles are a major component of road transport in Indonesia with more than 120 million estimated to be in use. While the number of motorcycles operating in the country has steadily grown in recent years, the proportion of electric motorcycles remains very low. A shift away from fossil-fuel-based motorcycles will provide considerable benefits for Indonesia by reducing air and noise pollution, greenhouse gas emissions, and reliance on fuel imports. This report examines how such a shift can be achieved with a focus on electric motorcycle charging infrastructure. It draws on best practices from other economies to provide a road map and policy recommendations for developing this infrastructure.
The Cities of the Global South Reader adopts a fresh and critical approach to the fi eld of urbanization in the developing world. This volume presents a novel framework to understand urban climate co-benefits in India, that is, tackling climate change and achieving sustainable development goals in cities. It utilizes methods and tools from several assessment frameworks to scientifically evaluate sector co-benefits for informed decision making. The co-benefits approach can lead to significant improvements in the way societies use environmental resources and distribute their outputs. By now, planners everywhere know - more or less - what the ingredients of a sustainable city are, in theory. The problem is that only bits of solutions are being implemented in the cities that most need them, the majority of which are located in the Global South. This book examines issues related to policy transfer in urban transport planning in Southeast Asia. The metropolitan regions of four major capitals - Jakarta, Kuala Lumpur, Manila, and Bangkok - are considered. The book assesses the in-bound and out-bound transfer of sustainable transport planning policies, concepts, and tools. The investigation focuses on who transfers policy and why, what elements of policy are transferred, in what direction and to what degree, and what barriers does transfer face. It also discusses how policy transfer processes in the transportation planning arena can be improved.

Public transport policy can contribute to reducing urban poverty both directly, by providing access and mobility for the poor, as well as by facilitating economic growth. This publication examines the nature and magnitude of urban transport problems in developing and transition economies, particularly with respect to the needs of the poor. It also suggests way the World Bank and other development agencies can best support the development of sustainable urban transport policies.
