Central Asia is a region singularly marked by attempts to transform social life by transforming place. Drawing together established scholars and a new generation of historians, geographers and anthropologists, this volume brings empirical specificity and theoretical depth to debates about the politics of place-making in this diverse region, making an important contribution to Central Asian studies and a distinctive regional comparison to the ‘spatial turn’ in social analysis. Case studies draw on archival research and oral history to explore the workings—and unintended consequences—of policies aimed at sedentarizing, collectivizing and resettling populations as a means to fix and territorialize space. The book also examines ethnographic studies attuned to the role of movement in sustaining social life, from Soviet-era trade networks that linked rural Central Asia and the Russian metropolis, to pilgrimage routes through which ‘kazakhness’ is articulated, to the contemporary moralization of migration abroad in search of work. Rather than analysing ‘flows’ as abstract processes, the book enquires about effortful activity, material infrastructures, political relations and social habits through which people, ideas, knowledge, skills and material objects move or are prevented from moving. As such, it offers new insights into the complex intersections of movement, power and place in this important region over the last two centuries. Drawing on extensive and carefully designed ethnographic fieldwork in the Ferghana Valley region, where the state borders of Kyrgyzstan, Tajikizstan and Uzbekistan intersect, Madeleine Reeves develops new ways of conceiving the state as a complex of relationships, and of state borders as socially constructed and in a constant state of flux. She explores the processes and relationships through which state borders are made, remade, interpreted and contested by a range of actors including politicians, state officials, border guards, farmers and people whose lives involve the crossing of the borders. In territory where international borders are not always clearly demarcated or consistently enforced, Reeves traces the ways in which states' attempts to establish their rule create new sources of conflict or insecurity for people pursuing their livelihoods in the area on the basis of older and less formal understandings of norms of access. As a result the book makes a major new and original contribution to scholarly work on Central Asia and more generally on the anthropology of border regions and the state as a social process. Moreover, the work as a whole is presented in a lively and accessible style. The individual lives whose tribulations and small triumphs Reeves so vividly documents, and the relationships she establishes with her subjects, are as revealing as they are engaging. Kyrgyzstan is probably the best known of any central Asian country, the one that has elicited the most academic publications, reports by NGOs or advocacy groups, and op-eds in the media. The country opened up massively to Western influence through development aid for civil society and for economic reforms, faced two revolutions in 2005 and 2010, and experienced bloody interethnic conflict in 2010. Kyrgyzstan is therefore commonly studied as a twin case: that of having been, for more than two decades, both an “island of democracy” in Central Asia—and the only country of the region to have made the transition to a parliamentary regime—and the archetypical example of a “failing state,” one marked by endemic corruption, criminalization of the state apparatus, and collapse of public services. This volume goes beyond these two clichés and provides a research-based and unideological narrative on the country. It identifies political dynamics, their powerbrokers, and the role of international organizations; investigates the profound social transformations of both the rural and the urban worlds; and examines the broad feeling, by local actors, that Kyrgyzstan’s fragile state identity should be consolidated. This book gives the floor to the new generation of scholars whose long-term vernacular-language field research made it possible to provide new interpretative prisms for the complex evolution of Kyrgyzstan.
While security concerns have assumed salience across the globe, Afghanistan’s proximity to Central Asia has meant that security or perceptions of insecurity dominate the strategic discourse in the region. Issues that stand out include the challenges that the Central Asian states will face in terms of stability, ethnic tensions, radicalization of youth, destabilization of commodity flows and energy security and the impact that these could have on Central Asian society. However, security cannot just be defined in terms of security at the borders. It needs to be defined in ‘cosmopolitan’ terms through an array of issues like movements across borders, radicalism within states, the sharing of water, and various multilateral attempts at combating insecurity. This volume is an attempt to focus on some of these issues that reflect on perceptions of security principally from Indian and Uzbek positions. It examines shifts over the last two decades, from debates on the geopolitical importance of the region from a great game perspective to the salience of new engagements within the international arena.
Eva-Marie Dubuisson provides a fascinating anthropological inquiry into the deeply ingrained presence of ancestors within the cultural, political, and spiritual discourse of Kazakhs. In a climate of authoritarianism and economic uncertainty, many people in this region turn to their forebearers for care, guidance, and advice, invoking them on a daily basis. This "living language" creates a powerful link to the past and a stable foundation for the present. Through Dubuisson's participatory, observational, and lived experience among Kazakhs, we witness firsthand the public performances and private rituals that show how memory and identity are sustained through an oral tradition of invoking ancestors. The essays in Globalization on the Margins explore the continuities and changes in Central Asian education development since the collapse of the Soviet Union in 1991. Reflecting on two decades of post-socialist transformations, they reveal that education systems in Central Asia responded to the rapidly changing political, economic, and social environment in profoundly new and unique ways. Some countries moved towards Western models, others went backwards, and still others followed entirely new trajectories. Yet, elements of the “old” system remain. Rather than viewing these post-Soviet transformations in isolation, Globalization on the Margins places its analyses within the global context by reflecting on the interaction between Soviet legacies and global education reform pressures in the Central Asian countries of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan. Instead of portraying the transition process as the influx of Western ideas into the region, the authors provide new lenses to critically examine the multidirectional flow of ideas, concepts, and reform models within Central Asia. Notwithstanding the variety of theoretical perspectives, methodological approaches, and conceptual lenses, the authors have one thing in common: both individually and collectively, they reveal the complexity and uncertainty of the post-Soviet transformations. By highlighting the political nature of the transformation processes and the uniqueness of historical, political, social, and cultural contexts of each particular country, Globalization on the Margins portrays post-Soviet education transformations as complex, multidimensional, and uncertain processes.
The Aral Sea is well known for its devastating regression over the second half of the twentieth century, and for its recent partial restoration. Environment and Post-Soviet Transformation in Kazakhstan’s Aral Sea Region is the first book to explore what these monumental changes have meant to those living on the sea’s shores. Following the fluctuating fortunes of the pre-Soviet, Soviet and post-Soviet fisheries, the book shows how the vast environmental changes the region has undergone cannot be disentangled from the transformations of Soviet socialism and postsocialism. This ethnographic perspective prompts a critical rethinking of the category of environmental disaster through which the region is predominantly known. Tracing how the sea’s retreat and partial return have been apprehended by diverse local actors in the former port of Aral’sk and surrounding fishing villages, as well as by scientists, bureaucrats and international development workers, William Wheeler draws out the multiple meanings environmental change acquires within different contexts. This study of how people make their lives amidst overlapping ecological and political-economic upheavals is rich in ethnographic detail that is both rooted in Soviet legacies and alive to the new transnational connections that are reshaping the region. Offering a rigorous political ecology of Soviet socialism and after, the book is a major contribution to the nascent environmental anthropology of Central Asia.
