Modernizing irrigation systems in Central Asia could increase the productivity of the irrigation sector to meet growing food and export demand, while also improving farmers’ livelihoods. It could ensure greater irrigation efficiency and crop productivity amid growing water scarcity in the region and deliver cost-effective and reliable irrigation services to farmers. In addition, modernized systems could contribute to national development objectives such as climate resilient economic growth, food security and poverty reduction. This publication, geared to policy-makers, sector managers and technical experts, draws on the findings of a study carried out by an FAO team through the World Bank’s regional assistance programme “Exposure and Practical In-Roads to Modernizing Irrigation in Central Asia”. It is part of the Directions in Investment series under the FAO Investment Centre's Knowledge for Investment (K4I) programme.

Officials, engineers and scientists in the Russian Empire and later the Soviet Union envisaged the expansion and modernization of irrigation systems and cotton growing in Central Asia. Focusing on the region of today's Uzbekistan and Turkmenistan, this book highlights the continuities in discourse and policies beyond the historical divide of 1917. One of the central topoi was the transformation of 'dead' lands into 'blossoming oases'. High modernism policies hit their peak in the post-war decades. From the 1970s, an ecological critique evolved which gained momentum in the Perestroika period. Ultimately, the grave ecological, economic and social consequences of the growth-fixated modernization contributed to the downfall of the Communist regime.
Ancient Irrigation Systems in the Aral Sea Area, is the English translation of Boris Vasilevich Andrianov's work, Drevnie orositelnye sistemy priaralya , concerning the study of ancient irrigation systems and the settlement pattern in the historical region of Khorezm, south of the Aral Sea (Uzbekistan). This work holds a special place within the Soviet archaeological school because of the results obtained through a multidisciplinary approach combining aerial survey and fieldwork, surveys, and excavations. This translation has been enriched by the addition of introductions written by several eminent scholars from the region regarding the importance of the Khorezm Archaeological-Ethnographic Expedition and the figure of Boris V. Andrianov and his landmark study almost 50 years after the original publication.
This report presents the results of the most recent survey carried out in the six countries of the Central Asia region, and it analyzes the changes that have occurred in the ten years since the first survey. Following the AQUASTAT methodology, the survey relied as much as possible on country-based statistics and information. The report consists of three sections. Section I describes in detail the methodology used and contains a glossary of the terms used. Section II contains the regional analysis presenting a synopsis on water resources, water use and irrigation in the region and the trends over the last ten years. It also describes the legislative and institutional framework for water management as well as environmental issues and it presents prospects for agricultural water management from the countries' perspective. Section III contains detailed country profiles for Afghanistan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, and one river basin profile for the Aral Sea basin.

The work identifies key factors that can help explain the performance of interventions, and explicates lessons for resource management and the management of development assistance. In 1985, the Water and Energy Commission Secretariat of Nepal and the International Irrigation Management Institute developed an ingenious intervention program for nineteen irrigation systems located in the middle hills of Nepal in an attempt to overcome the prevailing 'best-practices' traps, in regard to assisting irrigation systems. This book highlights the innovativeness of the project lay in its provision of ample opportunities for farmers to make decisions regarding the operation of the irrigation system based on their local knowledge and creativity. The authors of this work, Elinor Ostrom, Wai Fung Lam, Prachanda Pradhan and Ganesh P. Shivakoti provide detailed analysis of these interventions and support the conclusion that farmers can build on an innovative intervention that not only provides physical improvements but also enhances farmers' problem-solving capacity. They argue that to achieve sustainable improvements in performance, the farmers themselves need to engage in collective action over time and support local entrepreneurs who provide leadership and stimulate adjustments to change. Providing practical policy solutions, this study will prove a fascinating and invaluable read for academics and scholars of development studies, resource management, and irrigation studies, as well as development specialists in international agencies, policymakers in governments and international donor agencies.
