This book examines the effect of economic power on a state’s strategic autonomy. Strategic autonomy is a fundamental condition for the availability of strategic options in the interaction of states. This book provides the first clear operational definition of the concept and offers an analysis of the relevance of the national economy to strategic autonomy. The main sources of economic power – size of the economy, position in trade and technological networks, savings, wealth, and finance – and their impact on strategic autonomy are analyzed in depth. The strategic governance of the national economy is also addressed as a way of ensuring that national economic power can work as strategic power for a country, providing it with strategic autonomy. The strategies pursued by China – which in under four decades has gone from an underdeveloped state to the main challenger of the dominant world power – and Germany – which, despite being defeated in World War II, having no nuclear weapons and having chosen to be a "civilian power", became the dominant power in Europe – are analyzed in depth, as two paradigmatic examples of the theory developed by the book. In Supreme emergency, an ex-Trident submarine captain considers the evolution of UK nuclear deterrence policy and the implications of a previously unacknowledged aversion to military strategies that threaten civilian casualties. Drawing on extensive archival research, the book provides a unique synthesis of the factors affecting British nuclear policy decision-making and draws parallels between government debates about reprisals for First World War zeppelin raids on London, the strategic bombing raids of the Second World War and the evolution of the UK nuclear deterrent. It concludes that among all the technical factors, an aversion to being seen to condone civilian casualties has inhibited government engagement with the public on deterrence strategy since 1915.
"Solving Social Dilemmas demonstrates that social, political, and economic progress occur when ethical dispositions evolve in a manner that solves or ameliorate social dilemmas. That same process can account for the emergence of prosperous societies in the West during the late nineteenth and early twentieth centuries. It was substantially a consequence of increased moral support for commerce and careers in commerce that had emerged during the previous two centuries. To support these claims, two analytical histories are developed. The first uses elementary game theory to illustrate how critical social dilemmas can be solved by internalized ethical ideas about "proper" or "moral" conduct. That analytical history implies that in the absence of solutions to critical social dilemmas-of which there are many thousands-social, political, and economic development tends to be curtailed. The second analytical history surveys three centuries of ethical assessments concerning the proper role of commerce in a good life and good society. The authors reviewed all used economic illustrations to illustrate moral principles or how they may be applied. Because the illustrating examples are ones that their readers would have found "obvious," they shed light on the ethical dispositions in the communities to whom those works were addressed. Together, they reveal that concerns about the effects of market son ethical dispositions were diminishing during the centuries before the great acceleration of commerce in the nineteenth century. In fact, many of the authors reviewed argued that there was a complete harmony between ethical dispositions and commerce. Together the two narratives imply that shifts in norms directly and indirectly account for the relative prosperity of the West compared to other parts of the World during the twentieth century. It turns out that flourishing commercial societies have moral foundations"--
For military cartoonists the absurdity of war inspires a laugh-or-cry response and provides an endless source of un-funny amusement. Cartoons by hundreds of artists-at-arms from more than a dozen countries and spanning two centuries are included in this study--the first to consider such a broad range of military comics. War and military life are examined through the inside jokes of the men and women who served. The author analyzes themes of culture, hierarchy, enemies and allies, geography, sexuality, combat, and civilian relations and describes how comics function within a community. A number of artists included were known for their work with Disney, Marvel Comics, the New Yorker and Madison Avenue but many lesser known artists are recognized.
​From antiquity to the present, schools of some form have, in one way or other, been involved in the material and symbolic reproduction of societies. Such diachronic resilience, along with the synchronic omnipresence of schooling often makes schools appear as natural, self-evident and unavoidable. This naturalization of schooling is then extended to its modern specification as compulsory in a universalist fashion. This book does not only seek to explore what is left of older debates on compulsory education in the years’ hindsight but also to associate the discussion of schooling with new theoretical developments and new emphases. It contains a first part, which operates, primarily, at the conceptual and justificatory level and reserves a, more or less, qualified welcome to a revisited notion of compulsory. And it supplements this first part with a second, more applied one that focuses on specific aspects of compulsory schooling and/or education. From Luther down to John Stuart Mill and John Dewey, compulsory education has been heralded either as a vehicle of social coordination and individual well-being, or as a vehicle of democratization and progress, or as a means for protecting the rights of the young and of society, and so on and so forth. But there have also been periods of challenge and denaturalization of compulsory education, producing a range of interesting and spirited debates not only on matters of educational legality but also on matters that boil down to broader philosophical questions about the self and the world. Without neglecting the lasting significance of older debates, argumentation over schooling, its character and its scope can be recast in the light of current philosophical educational debates. Given the fact that failure adequately to mine such connections leads to a lack in philosophical-educational engagement with one of the most central pedagogical practices of the contemporary world, namely, the school, the book aspires to remedy this lack and to put together work that addresses those connections through the highly original and innovative work of its contributors. The subtext in all contributions is a vision of educational transformation in one way or other. All chapters (from the most theoretical to the most practice-related) promote a version of a recast or redirected compulsory schooling.
