As the seriousness of climate change becomes more and more obvious, military institutions are responding by taking a prominent role in the governing of environmental concerns, engaging in “climate change war games,” and preparing for the effects of climate change—from conflicts due to loss of food, water, and energy to the mass migration of millions of people displaced by rising sea levels. Marzec names “environmentality,” an attitude that has been affecting human–environmental relations since the seventeenth century. It was an existential struggle that pitted irreconcilable political systems and ideologies against one another across the globe in a decade of violence unlike any other. Why is the United Nations not more effective on global environmental challenges? The UN Charter mandates the global organization to seek four noble aspirations: international peace and security, rule of law among nations, human rights for all people, and social progress through development. On environmental issues, however, the UN has understood its charge much more narrowly: it works for "better law between nations" and "better development within them." This approach treats peace and human rights as unrelated to the world's environmental problems, despite a large body of evidence to the contrary. In this path-breaking book, a leading scholar of global environmental governance critiques the UN's failure to use its mandates on human rights and peace as tools in its environmental work. The book traces the institutionalization and performance of the UN's "law and development" framework and the parallel silence on rights and peace. Despite some important gains, the traditional approach is failing for some of world's most pressing and contentious environmental challenges, and has lost most of the political momentum it once enjoyed. The disastrous "Rio+20" Summit laid this fact bare, as assembled governments failed to find meaningful agreement on any of the most pressing issues. By not treating the environment as a human rights issue, the UN fails to mobilize powerful tools for accountability in the face of pollution and resource degradation. And by ignoring the conflict potential around natural resources and environmental protection efforts, the UN misses opportunities to transform the destructive cycle of violence and vulnerability around resource extraction. The book traces the history of the UN's traditional approach, maps its increasingly apparent limits, and suggests needed reforms. Detailed case histories for each of the four mandate domains flag several promising initiatives, while identifying barriers to transformation. Its core implication: the UN's environmental efforts require not just a managerial reorganization but a conceptual revolution-one that brings to bear the full force of the organization's mandate. Peacebuilding, conflict sensitivity, rights-based frameworks, and accountability mechanisms can be used to enhance the UN's environmental effectiveness and legitimacy.
Over the past 20 years scholars, policymakers, and the media have increasingly recognized the links between both traditional and non-traditional security issues and the changing condition of the global environment. Concepts such as 'environmental security' and 'resource conflict' have been used to hint at these significant linkages. While there has been a good deal of scholarly work conducted that seeks to identify the ways that actors link these concepts, there has been little examination of the intersection between approaches to environmental security and gender. This book explores this intersection to provide an insight into the gendered nature of both global environmental politics and security studies. It examines how the issues of security and the environment are linked to theory and practice, and the extent to which gender informs these discussions. By adopting a feminist environmental security discourse, this book provides crucial redefinitions of key concepts and offers new insights into the ways we understand security-environment connections. Case studies evaluate if, and how, environment and security discourses are being used to understand a range of environmental issues, and how a feminist environmental security discourse contributes to our understanding of security-environment connections. This multidisciplinary volume draws on literature from the environmental sciences, security studies and sociology to highlight the complex human insecurities that often accompany environmental change. As conceptualizations of security continue to shift and broaden to include environmental issues and concerns, it is imperative that gender informs the debate.
A state's ability to maintain mandatory conscription and wage war rests on the idea that a "real man" is one who has served in the military. Yet masculinity has no inherent ties to militarism. The link between men and the military, argues Maya Eichler, must be produced and reproduced in order to fill the ranks, engage in combat, and mobilize the population behind war. In the context of Russia's post-communist transition and the Chechen wars, men's militarization has been challenged and reinforced. Eichler uncovers the challenges by exploring widespread draft evasion and desertion, anti-draft and anti-war activism led by soldiers' mothers, and the general lack of popular support for the Chechen wars. However, the book also identifies channels through which militarized gender identities have been reproduced. Eichler's empirical and theoretical study of masculinities in international relations applies for the first time the concept of "militarized masculinity," developed by feminist IR scholars, to the case of Russia.
