In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.
Based on insights from Filipina experiences of domestic work in Paris and Hong Kong, this volume breaks through the polarized thinking and migration-centric policy action on the protection of migrant women domestic workers from abuse to link migrants' rights and victimization with livelihood, migration and development. The book contextualizes agency and rights in the workers' capability to secure a livelihood in the global political economy and is instrumental in making the problem of migrant women workers' empowerment both a migration and development agenda. The volume is essential reading for social scientists, bureaucrats and non-governmental political activists interested in the protection of the rights and livelihoods of migrants. It will also appeal to migration and feminist scholars who have yet to adopt the contribution of critical development studies in the analysis of low-skilled female labour migration.
There is little evidence on the association between women’s migration, empowerment, and well-being, driven in part due to difficulty in measuring empowerment in the migration context. To better understand these linkages, we developed a Women’s Empowerment in Migration Index (WEMI) and validated it with survey of 1019 returnee female migrants in Bangladesh, who had returned after working internationally, mostly from countries in West Asia. By incorporating indicators of subjective well-being from migration literature into measures of empowerment, our paper advances research over earlier assessments of women’s experiences in the migration process beyond seemingly objective indicators, such as income, health, and economic welfare. We find that 14% of all migrant women in our sample could be classified as being empowered. Lack of membership in groups, restricted mobility, and lack of asset ownership are the largest contributors to migrant women’s disempowerment in our sample. We find that WEMI is strongly correlated with other measures of well-being, including mental health and livelihood-efficacy. Women with higher empowerment scores are also less likely to experience discriminatory labor practices and unsafe work conditions. With broad applicability to migrants from low and middle-income countries, WEMI can be used as a tool, helping to identify sources of disempowerment, and enabling stakeholders to develop interventions targeting the welfare of women migrant workers.
As a substantial portion of the rural labor force migrates to urban areas, it is commonly assumed that women could take over traditionally male tasks in agricultural production, with potentially empowering outcomes for women. We study how changes in the supply of labor may influence female labor participation and empowerment outcomes. Using a detailed panel dataset on jute producers in Bangladesh, we test whether out-migration of household members and perceived labor shortages are associated with the share of household and hired labor performed by women, and women's empowerment. When a household experiences reduced household or hired labor supply, we observe a relatively larger use of female household labor but not of female hired labor. We find that reduced male household labor supply is associated with improved wages mainly for male laborers, whereas reduced female household labor is associated with improved wages for male laborers and enhanced empowerment of other women in the household. These findings suggest that given existing gender norms, male and female labor are not perfect substitutes for one another, and as a result, male outmigration is not associated with improved outcomes for women in cash crop production. Our results demonstrate a need for better understanding of the role of gender in rural labor markets, particularly in contexts of rapid urbanization.

Migration is a multifaceted phenomenon that plays a critical role in today’s world, yet there have been few attempts to look beneath the surface of the mass movements of people. Particularly, the changing face of migration is becoming more feminized, with women increasingly moving as independent or single migrants rather than as the wives, mothers, or daughters of male migrants. Yet, in literature on migration, the voices of women are still silent. This creates an urgent need to advance academic research on female international migration by examining women as independent migrants. Immigrant Women’s Voices and Integrating Feminism Into Migration Theory comprehensively documents the experiences of immigrant women across the globe and the important theories that define their experiences. The chapters give firsthand accounts of women speaking about their own experiences on migration and topics associated with women and migration. This book aims to give women their own voice and to stand apart from previous literature in which male relatives spoke on behalf of immigrant women to tell their stories for them. This dissertation looks into the changes in the lives of Nepalese women due to the rapidly increasing foreign labor migration of men. Literature on migration from Nepal mostly focuses on economic gains made through remittance inflows. The changes in intra-household power relations and the transformations in women's lives, due to the male-dominated nature of Nepalese migration, are largely neglected. My study fills this gap, by examining women's experiences, as they assume the role of household heads, financial managers and single parents, in a society that has historically suppressed their freedom. I specifically focus on the changes in women's work responsibilities, their decision-making abilities and their participation in social activities to draw inferences about the impact of men's temporary absence on women's empowerment. My analysis is based on insights from interviews with migrant wives and econometric research using data from national level surveys. I find that, in general, men's migration increases women's unpaid work responsibilities and often reduces their ability or willingness to participate in market work. I also find that women's position in the household is central to influencing their participation in decision-making and their involvement in social activities. Women who take on the role of household head are more likely to gain decision-making power and experience an increase in social participation, while those left under the supervision of other members (usually their in-laws) may suffer from reduced decision-making ability and increased restrictions on their mobility in public spaces. These consequences are highly sensitive to the regional socio-cultural norms as well as women's caste, class, and individual characteristics. The findings from this study help understand the consequences of migration from a gendered perspective and provide insights that may be valuable in developing policy measures for fighting gender inequality and providing women with the resources to cope with the challenges faced during men's migration.
Feminism and Migration: Cross-Cultural Engagements is a rich, original, and diverse collection on the intersections of feminism and migration in western and non-western contexts. This book explores the question: does migration empower women? Through wide-ranging topics on theorizing feminism in migration, contesting identities and agency, resistance and social justice, and religion for change, well-known and emerging scholars provide in-depth analysis of how social, cultural, political, and economic forces shape new modalities and perspectives among women upon migration.
