Abstract: The European perception of flight and migration is strongly influenced by the idea that people travel to the destination countries because of violence, poverty and lack of prospects as well as being led by the positive impression of better living conditions in the destination countries. However, are these factors enough to adequately explain the steadily growing waves of refugees and migrants? This study investigates this question and presents further reasons recorded in conversations with people wanting to migrate in Sub-Saharan Africa. In addition to the classic reasons, migration is described as a success story that induces many young people to pursue this journey due to the great social pressure on them. A crucial role is played by the belief of possibly being one of the few chosen ones to succeed in a foreign country despite and precisely because of their knowledge about the risks of irregular migration and the frequently miserable living conditions of many migrants. This book explores the crucial political and diplomatic issue of migration, which over the past decade, has become a central theme in relations between Africa and Europe. It discusses the diverse perspectives of African and European actors on migration and presents a more just and sustainable migration governance agenda, against the backdrop of the more detailed reflections on the key policy priorities, drivers, regional dynamics, and actors influencing African–EU migration. The case studies in this volume illustrate the global dimension of flight and migration movements with a special focus on South-South migration. Thirteen chapters shed light on transcontinental or regional migration processes, as well as on long-term processes of arrival and questions of belonging. Flight and migration are social phenomena. They are embedded in individual, familial and collective histories on the level of nation states, regions, cities or we-groups. They are also closely tied up with changing border regimes and migration policies. The explanatory power of case studies stems from analyzing these complex interrelations. Case studies allow us to look at both “common” and “rare” migration phenomena, and to make systematic comparisons. On the basis of in-depth fieldwork, the authors in this volume challenge dichotomous distinctions between flight and migration, look at changing perspectives during processes of migration, consider those who stay, and counter political and media discourses which assume that Europe, or the Global North in general, is the pivot of international migration.

Over the 20th century, Morocco has become one of the world’s major emigration countries. But since 2000, growing immigration and settlement of migrants from sub-Saharan Africa, the Middle East, and Europe confronts Morocco with an entirely new set of social, cultural, political and legal issues. This book explores how continued emigration and increasing immigration is transforming contemporary Moroccan society, with a particular emphasis on the way the Moroccan state is dealing with shifting migratory realities. The EU is struggling to cope with the so-called “migration crisis” that has emerged over the past few years. Designing the right policies to address immigration requires a deep understanding of its root causes. Why do Africans decide to leave their home countries? While the dream of a better life in Europe is likely part of the explanation, one also needs to examine the prevailing living conditions in the large and heterogeneous sub-Saharan region. This Report investigates the actual role of political, economic, demographic and environmental drivers in current migration flows. It offers a comprehensive picture of major migration motives as well as of key trends. Attention is also devoted to the role of climate change in promoting migration and to intra-continental mobility (two-thirds of sub-Saharan migrant flows start and end within the region). Two country studies on Eritrea and Nigeria are also included to get a closer sense of local developments behind large-scale migration to Europe.
