This book explores the impact of finance on urban spaces as well as cities' role in the social constitution and dissemination of financial logistics and techniques. It brings together literature from different disciplinary areas to increase our understanding of financialization. It observes how non-financial members of society, such as public bureaucrats, urban planners, the media and so on, are actively involved in the financialization of urban areas. With an explicit focus on Brazil, a developing country in the Global South, the book demonstrates how the country has been grappling with complex and contradictory processes of neoliberalization, decentralization, re-democratization and institutional-legal strengthening of frameworks for urban and regional planning, stressing the relations between urban space and finance capital. With a distinct view of filling a gap in the current literature on urban financialization, the book aims to focus on less developed areas in this field and link them with the literature on social studies of finance. This makes the text relevant for academics and scholars of urban studies and planning theory, geography, development studies and political economy, as well as scholars in the US and Europe interested in understanding Brazilian patterns of financialization.
Examines the complex ecology of quasi-public and privatized institutions that mobilize and administer many of the political, administrative, and fiscal resources of today’s metropolitan regions In recent decades metropolitan regions in the United States have witnessed the rise of multitudes of “shadow governments” that often supersede or replace functions traditionally associated with municipalities and other local governments inherited from the urban past. Shadow governments take many forms, ranging from billion-dollar special authorities that span entire urban regions, to public–private partnerships and special districts created to accomplish particular tasks, to privatized gated communities, to neighborhood organizations empowered to receive private and public funds. They finance and administer public services ranging from the prosaic (garbage collection and water utilities) to the transformative (economic development and infrastructure). Private Metropolis demonstrates that this complex ecosystem of local governance has compromised and even eclipsed democratic processes by moving important policy decisions out of public sight. The quasi-public institutions of urban governance generally escape the budgetary and statutory restraints imposed on traditional local governments and protect policy decisions from the limitations and vagaries of electoral politics. Moving major policy decisions into a privatized and corporatized realm facilitates efficiency and speed, but at the cost of democratic oversight. Increasingly, the urban electorate is left debating symbolic issues only tangentially connected to the actual distribution of the resources that affect people’s lives. The essays in Private Metropolis grapple with the difficult and timely questions that arise from this new ecology of governance: What are the consequences of the proliferation of special authorities, privatized governments, and public–private arrangements? Is the trade-off between democratic accountability and efficiency worth it? This book shows how Latin American writers and artists in the crisis-decades of the 1920s and 1930s used modernist techniques to explore national issues in relation to global capitalism. Drawing on a rich interdisciplinary archive of novels, poetry, essays, photography, and architecture, it includes chapters on major figures and the transformations that marked Latin American cities at the beginning of the twentieth century: the poet Manuel Maples Arce and Mexico City; the essayist José Carlos Mariátegui and Lima; the novelist Roberto Arlt and Buenos Aires; the novelist Patrícia Galvão and São Paulo. Tavid Mulder argues that the Latin American city should be understood as a peripheral metropolis: a social space that is simultaneously peripheral relative to the center of the world economy and a metropolis in relation to the region’s vast, underdeveloped hinterlands. Conceiving of modernist techniques as ways of understanding how the dualisms of Latin American societies—urban and rural, wealth and poverty, cosmopolitan and national—are bound together by the internal contradictions of capitalism, this volume insists on the ability of literary and artistic works to grasp the process through which untenable situations of crisis are not overcome but stabilized in the periphery. It thereby sheds light on issues in Latin America that have become increasingly urgent in the twenty-first century: inequality, indigenous migration, surplus populations, and anomie.
