MGCI was launched on 10th November 2000 in Vientiane (Laos) and aims at rekindling the cultural links between India and the five riparian states of the Mekong River, namely, Cambodia, Laos, Myanmar, Thailand and Viet Nam. It is from here that India seeks to strengthen connectivity through building the physical and social infrastructure in these countries. This includes roads, rails, air links and information and communication technologies as also education, culture, and imparting skills in development management and other technical areas.
The Look East Policy which India unveiled in 1991 has now been superseded by Act East Policy which has ASEAN centrality as its core. The Mekong-Ganga Co-operation (MGC) is an initiative by six countries: India and five ASEAN countries, namely Cambodia, Laos, Vietnam, Myanmar, and Thailand for co-operation in tourism, culture, education, and transport and communications. It was launched in 2000 at Vientiane, Laos. Both the Mekong and Ganga are civilizational rivers, and the MGC initiative aims to facilitate closer contacts among the people inhabiting these two major river basins. The MGC is also indicative of the cultural and commercial linkages among the member countries of the MGC down the centuries. Economic ties between India and Mekong countries have been expanding rapidly. Development co-operation has facilitated the expansion of economic and cultural relations. MGC has scored impressive performance in breaking barriers through regional connectivity. Efforts have been made to strengthen the cultural and commercial relations. MGC offers immense trade and investment opportunities. The book provides a vivid account of the historical and contemporary relationship of India with member countries of MGC. It gives details of the Nine Ministerial Meetings of MGC held so far and various programmes of action to promote the stated objectives of this regional initiative.

This book examines the strategic and economic logic behind the Bangladesh–China–India–Myanmar (BCIM) Regional Cooperation. According to estimates, BCIM covers approximately 9 percent of the world’s mass and 40 percent of the world’s population spanning across four countries, constituting the confluence of East, Southeast and South Asia. It contributes about 13 percent to world trade but ironically only 5 percent to inter-regional trade. This volume compares the various approaches to cooperation – trade-led vs project-led, geo-political vs geo-strategic, Sino-centric vs India-led. The chapters explore the complex interplay of geo-economics and geo-politics associated with BCIM sub-regional cooperation in general, and the BCIM Economic Corridor (BCIM-EC) in particular. This book examines the role of China in driving and sustaining India’s post-Cold War engagement with Southeast Asia. In doing so, it provides a unique insight into the regional dimensions of the Sino-Indian relationship. India launched its Look East Policy in the early 1990s as part of a concerted effort to revive the importance of Southeast Asia in the country’s foreign policy agenda. This study assesses the role of the China factor – defined here as China’s regional role, which has been interpreted through the prism of the Sino-Indian relationship – in the inception and evolution of the policy. More specifically, it establishes the extent to which China has been raised as a priority in discourses of India’s Look East Policy and how this has varied over time from the origins of the policy through to the most recent phase of the renamed Act East Policy. Addressing the distinction between what policymakers signal in their official statements and their true or underlying motivations, the book alludes to the fact that government officials may not always reflect true intentions in their official statements, and it is often what is not said that may reveal more about their real motivations. This is particularly relevant in the context of the Sino-Indian relationship where diplomatic rhetoric often masks more competitive and confrontational aspects of the bilateral relationship.
