This book provides a rigorous and cross-disciplinary analysis of this Melanesian nation at a critical juncture in its post-colonial and post-conflict history, with contributions from leading scholars of Solomon Islands. The notion of ‘transition’ as used to describe the recent drawdown of the decade-long Regional Assistance Mission to Solomon Islands (RAMSI) provides a departure point for considering other transformations – social, political and economic –under way in the archipelagic nation. Organised around a central tension between change and continuity, two of the book’s key themes are the contested narratives of changing state–society relations and the changing social relations around land and natural resources engendered by ongoing processes of globalisation and urbanisation. Drawing heuristically on RAMSI’s genesis in the ‘state- building moment’ that dominated international relations during the first decade of this century, the book also examines the critical distinction between ‘state-building’ and ‘state formation’ in the Solomon Islands context. It engages with global scholarly and policy debates on issues such as peacebuilding, state-building, legal pluralism, hybrid governance, globalisation, urbanisation and the governance of natural resources. These themes resonate well beyond Solomon Islands and Melanesia, and the book will be of interest to a wide range of students, scholars and development practitioners. Bringing concepts from critical transitional justice and peacebuilding into dialogue with education, this book examines the challenges youth and their teachers face in the post-conflict settings of Bougainville and Solomon Islands. Youth in these places must reconcile with the violent past of their parents’ generation while also learning how to live with people once on opposing ‘sides'. This book traces how students and their teachers form connections to the past and each other that cut through the forces that might divide them. The findings illustrate novel ways to think about the potential for education to assist post-conflict recovery.
Tourism is vital to the economies of most Pacific nations and as such is an important site for the meaningful production of shared and disputed cultural values and practices. This is especially the case when tourism intersects with other important arenas for cultural production, both directly and indirectly. Touring Pacific Cultures captures the central importance of tourism to the visual, material and performed cultures of the Pacific region. In this volume, we propose to explore new directions in understanding how culture is defined, produced, experienced and sustained through tourism-related practices across that region. We ask, how is cultural value, ownership, performance and commodification negotiated and experienced in actual lived practice as it moves with people across the Pacific? ‘This collection is a welcome addition to tourism studies, or perhaps we should say post- or para-tourism. The essays bring out many facets and experiences too quickly bundled under a single label and focused exclusively on “destinations” visited by “outsiders”. Throughout the Pacific region, people are faced with dramatic changes, often described as processes of “glocalization”; individuals and groups espouse multilayered forms of identity, in which global modes of thinking and doing are embedded in renewed perceptions of local or regional specificities. Consequently, new forms of resistance and resilience – the processes by which communities attempt to regain their original social, political, and economic status and structure after disruption or displacement – emerge. Through case studies from across the Pacific which transcend the conventional “local-global” dichotomy, this volume aims to explore these complex and interwoven phenomena from a new perspective.
Papua New Guinea is one of the many former British Commonwealth colonies which maintain the criminalisation of the sexual activities of two groups, despite the fact that the sex takes place between consenting adults in private: sellers of sex and males who have sex with males. The English common law system was imposed on the colonies with little regard for the social regulation and belief systems of the colonised, and in most instances, was retained and developed post-Independence, regardless of the infringements of human rights involved. Now the HIV pandemic has thrown a spotlight, not altogether welcome, on the sexual activities of these two groups. In Papua New Guinea, a growing body of behavioural research has focused on such matters as individual sexual partnering, condom use and awareness of HIV. My work, however, has a different purpose. I chose the terms in the title to highlight a nexus which I believe exists between the criminal law and negative attitudes of society. At an international level, the argument has been put that decriminalising sex work and sodomy will facilitate HIV epidemic management, reducing the stigma and discrimination these groups encounter and making them easier to reach. I undertook my research therefore with the aim of gaining deeper understanding of the effects the current situation of criminalisation might have on the social lives of these criminalised people today, in the country generally and in Port Moresby the capital in particular, and whether these effects might provide evidence to support the argument for law reform. This is a rich and well-researched study of the legal, social and moral issues surrounding the criminalisation of two forms of consensual sex…. A very impressive piece of work, it is extensively documented, relies on a wide range of material and makes a clear and coherent argument about the place of law in producing identities and exclusions…. Some 40 years ago, Pacific anthropology was dominated by debates about ‘women’s wealth’. These exchanges were generated by Annette Weiner’s (1976) critical reappraisal of Bronis?aw Malinowski’s classic work on the Trobriand Islands, and her observations that women’s production of ‘wealth’ (banana leaf bundles and skirts) for elaborate transactions in mortuary rituals occupied a central role in Trobriand matrilineal cosmology and social organisation. This volume brings the debates about women’s wealth back to the fore by critically revisiting and engaging with ideas about gender and materiality, value, relationality and the social life and agency of things. The chapters, interspersed by three poems, evoke the sinuous materiality of the different objects made by women across the Pacific, and the intimate relationship between these objects of value and sensuous, gendered bodies. In the Epilogue, Professor Margaret Jolly observes how the volume also ‘trace[s] a more abstract sinuosity in the movement of these things through time and place, as they coil through different regimes of value … The eight chapters … trace winding paths across the contemporary Pacific, from the Trobriands in Milne Bay, to Maisin, Wanigela and Korafe in Oro Province, Papua New Guinea, through the islands of Tonga to diasporic Tongan and Cook Islander communities in New Zealand’. This comparative perspective elucidates how women’s wealth is defined, valued and contested in current exchanges, bride-price debates, church settings, development projects and the challenges of living in diaspora. Importantly, this reveals how women themselves preserve the different values and meanings in gift-giving and exchanges, despite processes of commodification that have resulted in the decline or replacement of ‘women’s wealth’.
