Approaches democratization of the European neighbourhood from two sides, first exploring developments in the states themselves and then examining what the European Union has been doing to promote the process.
Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. The work has been carried out by a team of researchers from CEPS in Brussels, with the support of the Policy and Operations Evaluation Department (IOB) of the Ministry of Foreign Affairs of the Netherlands.
This book pursues a dual objective: on the one hand, it focuses on the actual and potential roles of civil society in developing new forms of political, economic, and socio-cultural cooperation between the European Union and its neighbours. On the other hand, through this investigation of civil society networks we will contribute to debate on the EU’s role as promoter of greater regional co-operation. The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. We ask whether the EU’s promotion of cross-border co-operation (e.g. though the European Neighbourhood Policy) is empowering civil society within member states and in neighbouring countries such as Russia, Moldova, Turkey and Morocco. This book was based on a special issue of Journal of European Integration.

The EU can do little to achieve its policy objectives in its Eastern neighborhood without facing the issue of secessionist conflicts. This paper deals with EU policy towards Georgia and the secessionist regions of Abkhazia and South Ossetia. It discusses the reasons for and constraints on EU policies, their effects and perception in the secessionist entities. The paper concludes with recommendations on how the EU can contribute to conflict resolution in Georgia through a greater inclusion of the conflict regions into the European Neighborhood Policy.

Half of the Moldovan population lives in rural areas. However, the rural employment rate is only 39 percent. Income from agricultural activities is low compared to other sectors of the economy. This evaluation seeks to contribute to organization-wide learning by drawing lessons and making recommendations that will be useful for FAO’s future engagement in Moldova. FAO provided highly specialized technical expertise to formulate strategies, policies and frameworks, and offer innovative approaches and solutions. Likewise, the evaluation found evidence of results leading to livelihood improvements, empowerment, and adoption of more sustainable practices and technologies. Nevertheless, FAO should further strive to support the transformation to more efficient, inclusive, resilient and sustainable agrifood systems for better production, better nutrition, a better environment and a better life, leaving no one behind. In doing so, FAO should use the knowledge generated to refine programmes in consultation with key partners towards effective and sustainable results.
Expanding European Union activity on the international scene has led to development of the legal concepts, principles and rules that govern it. External relations law and practice have also been affected by events within the EU. This volume takes stock of the recent developments in the external relations law and practice of the EC/EU and investigates the increasing interaction between these different fields of Union competence. The first part of this book addresses issues that are broadly constitutional or institutional in character. The second part deals with various aspects of substantive external relations considered in a geographical or geopolitical perspective. The third part selects two specific substantive law areas - intellectual property law and environment law - as examples that illustrate the specific relationship between domestic policy and external relations.
