“Someday,” Candelaria Garcia said to the author, “you will get all the stories.” It was a tall order, in Magdalena, New Mexico, a once booming frontier town where Navajo, Anglo, and Hispanic people have lived in shifting, sometimes separate, sometimes overlapping worlds for well over a hundred years. But these were the stories, and this was the world, that David Wallace Adams set out to map, in a work that would capture the intimate, complex history of growing up in a Southwest borderland. At the intersection of memory, myth, and history, his book asks what it was like to be a child in a land of ethnic and cultural boundaries. The answer, as close to “all the stories” as one might hope to get, captures the diverse, ever-changing experience of a Southwest community defined by cultural borders—--and the nature and role of children in defending and crossing those borders. In this book, we listen to the voices of elders who knew Magdalena nearly a century ago, and the voices of a younger generation who negotiated the community’s shifting boundaries. Their stories take us to sheep and cattle ranches, Navajo ceremonies, Hispanic fiestas, mining camps, First Communion classes, ranch house dances, Indian boarding school drill fields, high school social activities, and children’s rodeos. Here we learn how class, religion, language, and race influenced the creation of distinct identities and ethnic boundaries, but also provided opportunities for cross-cultural interactions and intimacies. And we see the critical importance of education, in both reinforcing differences and opening a shared space for those differences to be experienced and bridged. In this, Adams’s work offers a close-up view of the transformation of one multicultural community, but also of the transformation of childhood itself over the course of the twentieth century. Prosperity in the world today depends on societies' nurturing of young children. Quality care (stimulation, health, and nutrition) during ages 0 - 5 has a decisive and long-lasting impact on a person's development, ability to learn, and capacity to regulate emotions. Cognitive and noncognitive (social and emotional) skills, set early in life, determine later success. New research in neurobiology and the behavioral and social sciences is converging to enhance this understanding of early child development. Recently, researchers noted epigenetic effects in brain development - that is, the interaction of environment (early experiences) with genetics to shape brain structure and function - that with proper nurturing would enable people to have competence to create prosperous, sustainable, tolerant, nonviolent, and democratic communities. The World Bank recently hosted a symposium on the priority of early child development for economic growth and equity. The participants urged application of population - based tools and measures to assess the outcomes of children's early years and children's readiness for school. This approach, which shifts the focus from measures of disease, dysfunction, and mortality, is already yielding essential data for designing intervention programs, identifying children at risk, and leveraging policy and investment - to improve the possibilities for all children globally.
How can countries make sustainable gains in student learning at scale? This is a pressing question for Latin America and the Caribbean (LAC)--and the developing world more broadly--as countries seek to build human capital to drive sustainable growth. Significant progress in access has expanded coverage such that nearly all children in the region attend primary school, but many do not gain basic skills and drop out before completing secondary school, in part due to low-quality service delivery. The preponderance of evidence shows that it is learning--and not schooling in and of itself--that contributes to individual earnings, economic growth, and reduced inequality. For LAC in particular, low levels of human capital are a critical factor in explaining the region’s relatively weak growth performance over the last half century. The easily measurable inputs are well-known, and the end goal is relatively clear, but raising student achievement at scale remains a challenge. Why? Part of the answer lies in management--the managers, structures, and practices that guide how inputs into the education system are translated into outputs, and ultimately outcomes. While management is often mentioned as an important factor in education policy discussions, relatively little quantitative research has been done to define and measure it. And even less has been done to unpack how and how much management matters for education quality. This study presents new conceptual and empirical contributions that can be synthesized in four key messages: 1. Student learning is unlikely to improve at scale without better management. 2. Management quality can be measured and should be measured as a catalyst for improvement. 3. Management affects how well every level of an education system functions, from individual schools to central technical units, and how well they work together. 4. Several pathways to strengthening management are open to LAC countries now, with the potential for significant results. The study elaborates on each of these messages, synthesizing recent data and research and presenting the results of several new research initiatives from across the region.
