In 1913 the State of North Carolina officially recognized Robeson County Indians as "Cherokees," a designation that went largely unnoticed by the Federal Government. When the same Indians petitioned for Federal recognition and assistance in 1915, the Senate tasked the Office of Indian Affairs to report on the "tribal rights and conditions" of those Robeson County Indians. Special Indian Agent Orlando McPherson, a Midwesterner who was in the final stages of a long career as a civil servant, was commissioned to investigate. The resulting federal report is essentially literature review in the guise of fact-finding. It relies heavily on Robeson county legislator Hamilton McMillan's musings on the relationship between Sir Walter Raleigh's Lost Colony and the Indians around Robeson County. The report reaches many erroneous conclusions, in part because it was based in an anthropological framework of white supremacy, segregation-era politics, and assumptions about racial "purity." In fact, later researchers would establish that the Lumbees, as Malinda Lowery writes, "are survivors from the dozens of tribes in that territory who established homes with the Native people, as well as free European and enslaved African settlers, who lived in what became their core homeland: the low-lying swamplands along the border of North and South Carolina." Excavations would later establish the presence of Native people in that homeland since at least 1000 A.D. Ironically, McPherson's murky colonial history connecting Lumbees to early colonial settlers was used to legitimize them and to deflect their categorization as African-Americans. The McPherson report documents one important phase of an Indian people's long path to self-determination and political recognition, a path that would designate them variously as Croatan, Cherokee Indians of Robeson County, Siouan Indians of the Lumber River, and finally, Lumbee--the title of their own choosing and the one we use today. The Croatan Indians of Sampson County, NC, written by George Edwin Butler (1868-1941) and composed only a year after Special Indian Agent Orlando McPherson's Indians of North Carolina report, was an appeal to the state of North Carolina to create schools for the "Croatans" of Sampson County just as it had for those designated as Croatans in, for example, Robeson County, North Carolina. Butler's report would prove to be important in an evolving system of southern racial apartheid that remained uncertain of the place of Native Americans. It documents a troubled history of cultural exchange and conflict between North Carolina's native peoples and the European colonists who came to call it home. The report reaches many erroneous conclusions, in part because it was based in an anthropological framework of white supremacy, segregation-era politics, and assumptions about racial "purity." Indeed, Butler's colonial history connecting Sampson County Indians to early colonial settlers was used to legitimize them and to deflect their categorization as African-Americans. Well before the Jamestown settlers first sighted the Chesapeake Bay or the Mayflower reached the coast of Massachusetts, the first English colony in America was established on Roanoke Island. David Stick tells the story of that fascinating period in North Carolina's past, from the first expedition sent out by Sir Walter Raleigh in 1584 to the mysterious disappearance of what has become known as the lost colony. Included in the colorful cast of characters are the renowned Elizabethans Sir Francis Drake and Sir Richard Grenville; the Indian Manteo, who received the first Protestant baptism in the New World; and Virginia Dare, the first child born of English parents in America. Roanoke Island narrates the daily affairs as well as the perils that the colonists experienced, including their relationships with the Roanoacs, Croatoans, and the other Indian tribes. Stick shows that the Indians living in northeastern North Carolina -- so often described by the colonists as savages -- had actually developed very well organized social patterns. The fate of the colonists left on Roanoke Island by John White in 1587 is a mystery that continues to haunt historians. A relief ship sent in 1590 found that the settlers had vanished. Stick makes available all of the evidence on which historians over the centuries have based their conjectures. Methodically reconstructing the facts -- and exposing the hoaxes -- he invites readers to draw their own conclusions concerning what happened. Exploring the significance of that first English settlement in the New World, Stick concludes that speculation over the fate of the lost colony has overshadowed the more important fact that the Roanoke Island colonization effort helped prepare for the successful settlement of Jamestown two decades later. "Had it been otherwise," he contends, " those of us living here today might well be speaking Spanish instead of English." The four hundredth anniversary of the exploration and settlement of what came to be called North Carolina occurred in 1984. We see how the Waccamaw took hold of popular theories about Indian tribes like the Croatan of the Lost Colony and the Cherokee as they struggled to preserve their heritage and to establish their identity. Patricia Lerch was hired by the Waccamaw in 1981 to perform the research needed to file for recognition under the Bureau of Indian Affairs Federal Acknowledgement Program of 1978. The Waccamaw began to organize powwows in 1970 to represent publicly their Indian heritage and survival and to spread awareness of their fight for cultural preservation and independence. Lerch found herself understanding that the powwows, in addition to affirming identity, revealed important truths about the history of the Waccamaw and the ways they communicate and coexist.
