'Sense of place' has become a familiar phrase, used to describe emotional attachment to a particular location. As heritage management policy and practices increasingly attempt to draw on the views and expressions of interest amongst local communities, it is important to have a better grasp of what people mean by this concept, and to assess its uses and implications. Here, a range of practitioners from NGO, agency, cultural heritage and archaeological backgrounds review the meanings of 'sense of place', and where it is useful in the context of heritage management practice. This volume breaks new ground in specifically addressing place attachment from a cultural heritage perspective, and drawing on local and national interests from a diversity of cultural situations. Illustrated with case studies from around Europe and Australia, the book addresses key themes, including the rootedness amongst communities in the past; policy-making for accommodating senses of place within planning and management, for land- sea- and city-scapes; official versus unofficial views; and the often difficult balance between planning policies that extend from regional to global scale, and local actions and perceptions.
Communities and Cultural Heritage explores the relationship between communities, their cultural heritage and the global forces that control most of the world’s wealth and resources in today’s world. Local lists play an essential role in building and reinforcing a sense of local character and distinctiveness in the historic environment, as part of the wider range of designation. They enable the significance of any building or site on the list (in its own right and as a contributor to the local planning authority's wider strategic planning objectives), to be better taken into account in planning applications affecting the building or site or its setting. The advice supports local authorities and communities to introduce a local list in their area or make changes to an existing list, through the preparation of selection criteria, thereby encouraging a more consistent approach to the identification and management of local heritage assets across England. A local list can celebrate the breadth of the historic environment of a local area by encompassing the full range of heritage assets that make up the historic environment and ensure the proper validation and recording of local heritage assets. They also provide a consistent and accountable way of identifying local heritage assets, to the benefit of owners and developers who need to understand local development opportunities and constraints.
For nearly 70 years, the United Nations Educational, Scientific and Cultural Organization (UNESCO) has played a crucial role in developing policies and recommendations for dealing with intangible cultural heritage. What has been the effect of such sweeping global policies on those actually affected by them? How connected is UNESCO with what is happening every day, on the ground, in local communities? Drawing upon six communities ranging across three continents—from India, South Korea, Malawi, Japan, Macedonia and China—and focusing on festival, ritual, and dance, this volume illuminates the complexities and challenges faced by those who find themselves drawn, in different ways, into UNESCO's orbit. Some struggle to incorporate UNESCO recognition into their own local understanding of tradition; others cope with the fallout of a failed intangible cultural heritage nomination. By exploring locally, by looking outward from the inside, the essays show how a normative policy such as UNESCO's intangible cultural heritage policy can take on specific associations and inflections. A number of the key questions and themes emerge across the case studies and three accompanying commentaries: issues of terminology; power struggles between local, national and international stakeholders; the value of international recognition; and what forces shape selection processes. With examples from around the world, and a balance of local experiences with broader perspectives, this volume provides a unique comparative approach to timely questions of tradition and change in a rapidly globalizing world.

More than half of the world’s population now live in urban areas, and cities provide the setting for contemporary challenges such as population growth, mass tourism and unequal access to socio-economic opportunities. Not all World Heritage Sites have people living within or close by their boundaries, but many do. The designation of World Heritage status brings a new dimension to the functioning of local communities and particularly through tourism. Too many tourists accentuated by the World Heritage label, or in some cases not enough tourists, despite anticipation of increased numbers, can act to disrupt and disturb relations within a community and between communities. Either way, tourism can be seen as a form of activity that can generate interest and concern as it is played out within World Heritage Sites. But the relationships that World Heritage Sites and their consequent tourism share with communities are not just a function of the number of tourists. The relationships are complex and ever changing as the communities themselves change and are built upon long-standing and wider contextual factors that stretch beyond tourism. This volume, drawing upon a wide range of international cases relating to some 33 World Heritage Sites, reveals the multiple dimensions of the relations that exist between the sites and local communities. The designation of the sites can create, obscure and heighten the power relations between different parts of a community, between different communities and between the tourism and the heritage sector. Increasingly, the management of World Heritage is not only about the management of buildings and landscapes but about managing the communities that live and work in or near them.
The recent heritage boom in China is transforming local social, economic, and cultural life and reshaping domestic and global notions of China's national identity. Based on long-term ethnographic fieldwork conducted largely by young anthropologists in China, Grassroots Values and Local Cultural Heritage in China departs from the dominant top-down UNESCO-influenced narrative of cultural heritage preservation and approaches the local not as a fixed definition of place but as a shifting site of negotiation between state, entrepreneurial, transcultural, and local community interests. The volume takes readers along an unusual trajectory between a disadvantaged neighborhood in central Beijing, metropolitan centers in Anhui and Sichuan, Quanzhou in the southeast, and Yunnan in the southwest before finally ending at the great Samye Monastery in Tibet. Across these sites, the contributors converge in apprehending the grassroots as an arena of everyday life and belonging underpinning ordinary social interactions and cultural practices as diverse as funeral rituals, Tibetan Buddhist pilgrimages, and encounters between young contemporary artists and the Bloomsbury Group. In examining the diversity of local cultural practices and knowledge that underpin ideas about cultural value, this volume argues that grassroots cultural beliefs are essential to the liveability and sustainability of life and living heritage.
