Asian countries have introduced major reforms and new institutional mechanisms in recent years to promote the engagement of elected local governments, civil society, and the private sector. This book examines emerging issues in democratic local governance and factors that influenced the impetus for and the substance of reforms. 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

GENDER & DECENTRALISATION Gender and Decentralization in Nigeria is a product of two years’ research sponsored by the Gender Unit of the International Development Research Centre (IDRC), Canada, as part of its Gender and Decentralization Program for sub-Saharan Africa. The overall objective of the program was to document and analyze specific state decentralization reforms that have worked to promote women’s rights, and/or reforms that have created barriers to the protection and realization of these rights. At the core of the Nigerian project were women’s representation and political effectiveness in local administration. The issues transcended the usual structural analysis of the political, administrative and fiscal changes associated with decentralization and a breakdown by gender. Given the centrality of equity and accountability issues in current good governance debates, a feminist perspective on voice and action was inserted into the traditional public administration perspective. Going beyond numbers, description of gender inequitable electioneering processes, poor accountability of the state, of political parties and the women’s constituency, the book also focusses on feminist political activism at the grassroots level. The authors also document the potential impact of re-politicizing civil society, and restructuring of gender ideologies to achieve self determination and increase women representation and political effectiveness.
Based on a large number of interviews with women politicians of many generations and women who have entered the three-tier Panchayati Raj institutions since the mid-1990s in Kerala, this book tries to initiate fresh debate on the impact of the large-scale induction of women into the institutions of local self-government in India. The State of Kerala has been hailed as a success story in accommodating gender concerns in local-level planning and political decentralisation; this conclusion has been based on relatively simple evaluative exercises that ask whether women of diverse backgrounds have gained entry into formal institutions of governance or not. This book seeks to place political decentralisation and its possibilities for women within the historical and contemporary contexts. Against the popular assumption that the liberal feminist promise made by the state will be delivered, say, once the noxious influence of male relatives is removed, the book points to the multiple social forces that shape possibilities and hindrances for women, and reshape gender divisions in the political field. The book thus pays attention to women in both local governance and politics. Secondly, it examines how women have utilised, extended, survived within or subverted these spaces. In the present context in which fifty per cent of the seats in the institutions of local self-government are being reserved for women, and there exists considerable skepticism about reservations for women in the Parliament, this book offers reflections on both local governance and ‘high’ politics. The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.
This publication presents an empirical assessment of Mongolia’s system of decentralized governance and the extent to which it translates into the actual and practical working environment for subnational and local governments. It focuses on the roles of subnational and local governments in providing public services and promoting local economic development.
Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term "localizing the Sustainable Development Goals (SDGs)" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region. Local government can be defined as a public entity acting as the sub-unit of a state or of a region, charged with the task of enforcing public policies.
