"This book analyses the technology development efforts of Korea's electronics industry (the country's largest exporter). It asks how the Korean electronics industry was able to develop, both in terms of production and technology, despite low inflows of licensing and foreign direct investments. The books argues that the key to its spectacular growth has been through its participation and learning from an inter-firm arrangement called original equipment manufacturing arrangement (OEM). A number of firm-level case studies on the Korean electronics industry support this argument. The role of the government, especially related to its technology policy, has also been analysed. The government was effective in providing financial incentives for the firms' technological upgrading efforts, but its supplying of direct technological assistance had limited success. Overall, this book argues that contrary to many previous studies, the role of multinational enterprises has been significant in the development of Korea's electronics industry, and that they have acted as a 'technological tutor' for Korea through OEM"--P. xiv.tributors, world 0̲.
In responding to the political and military challenges of the Cold War, and the urge to explore and exploit outer space, the United States developed a capable fleet of space transportation systems for carrying cargo and people into space, and for ensuring a credible strategic nuclear deterrent. These systems are owned and managed by the National Aeronautics and Space Administration, the Department of Defense, and private industry. In recent years, increasing federal budget constraints, commercial competition from foreign launch firms, and a desire to continue an ambitious space program have created pressures within the United States to reduce the costs of access to space. Significantly lower space transportation costs would make the U.S. space industry more commercially competitive, foster the expansion and creation of new space markets, and ensure access to space for government payloads and manned missions. This report, prepared for the House Committee on Science, is the first in a broad assessment of the health and future prospects of the U.S. space transportation technology and industrial base. The report focuses on the Clinton Administration's National Space Transportation Policy, which was released last fall. It examines administration policy in light of the implementation plans prepared by NASA, DOD, and the Transportation and Commerce Departments. As the report notes, the new policy brings a welcome measure of order to the sometimes chaotic structure of U.S. space transportation activities. The policy also emphasizes the important contribution private industry can make to the direction and development of U.S. space transportation capabilities. However, an analysis of the policy and implementation plans also raises some issues that might be of interest to Congress as it debates space transportation legislation, oversight, and funding.
Today's knowledge economy is driven in large part by the nation's capacity to innovate. One of the defining features of the U.S. economy is a high level of entrepreneurial activity. Entrepreneurs in the United States see opportunities and are willing and able to assume risk to bring new welfare-enhancing, wealth-generating technologies to the market. Yet, although discoveries in areas such as genomics, bioinformatics, and nanotechnology present new opportunities, converting these discoveries into innovations for the market involves substantial challenges. The American capacity for innovation can be strengthened by addressing the challenges faced by entrepreneurs. Public-private partnerships are one means to help entrepreneurs bring new ideas to market. The Small Business Technology Transfer (STTR) and the Small Business Innovation Research (SBIR) program form one of the largest examples of U.S. public-private partnerships. In the SBIR Reauthorization Act of 2000, Congress tasked the National Research Council with undertaking a comprehensive study of how the SBIR program has stimulated technological innovation and used small businesses to meet federal research and development needs and with recommending further improvements to the program. When reauthorizing the SBIR and STTR programs in 2011, Congress expanded the study mandate to include a review of the STTR program. This report builds on the methodology and outcomes from the previous review of SBIR and assesses the STTR program.
