This report discusses the Department of Agriculture's actions to offset the impact of the Soviet grain sales suspension. It identifies certain areas in which the Department's offsetting actions increased Federal costs and losses. It also recommends that the Secretary develop a contingency plan to more efficiently offset the effects of any future suspension. We investigated the (1) effectiveness of the Federal Government's monitoring program, (2) circumstances surrounding the Department of Agriculture's Commodity Credit Corporation's assumption and retender of U.S. grain exporters' contracts with the Soviet Union, and (3) propriety of the Corporation's open-market purchases of wheat and corn. On March 3, 1981, we issued a classified report (C-CED-81-1) dealing with the effectiveness of the Federal monitoring program and the suspension's impact on the Soviet Union. An unclassified summary of that report is included as chapters 5 and 6 of this report.
