The need for safety nets in Sub-Saharan Africa is vast. In addition to being the world's poorest region, Sub-Saharan Africa is also one of the most unequal. In this context, redistribution must be seen as a legitimate way to fight poverty and ensure shared prosperity - and all the more so in countries where growth is driven by extractive industries that are not labor-intensive and often employ very few poor people. Given that most African countries face difficult decisions about how to allocate limited resources among a number of social programs, evidence is important. Do Safety Net programs actually benefit the poorest people? This book demonstrates with empirical evidence that it is possible to reach the poorest and most vulnerable people with safety net programs, and provides lessons for the effective use of targeting methods to achieve this outcome in the region.
Could regional integration be a first step toward joining the global market? In a context where liberalizing trade has not produced the expected gains in developing countries and growth in global trade has not led to the expected economic growth, an alternative solution has emerged. This new paradigm suggests that trade liberalization should be accompanied by public investment. However, by its very nature, trade liberalization leads to a reduction in revenues from duties and taxes, which means that the available resources for public investments will also be reduced. There are now solid arguments for encouraging the less-developed countries to first emphasize regional integration before trying to access the global market. This book explores the issues linked to regional integration in West Africa and presents empirical data about the experiences in = West African Economic and Monetary Union (WAEMU) countries to converge their economies. It also examines how these efforts, which make a major contribution to regional integration, influence poverty reduction in the economic and monetary community. This volume, edited by Michel A. Dessart and Roland E. Ubogu, records the presentations made and discussions held during the Inaugural Seminar of the Joint Africa Institute (JAI). The JAI was established in Abidjan, Côte d'Ivoire, by the African Development Bank, the IMF, and the World Bank to meet the pressing training needs of the African continent. The participants discussed four main topics: the changing role of the state, governance, and new capacity requirements; the challenge of achieving macroeconomic stability in Africa; the requirement for capacity building in Africa; and the role of international financial institutions in capacity building in Africa. The seminar was held in November 1999, but the topics and recommendations of the seminar remain current and of particular importance today. Phénomène universel, la violence en milieu scolaire n'épargne pas l'Afrique et y demeure encore très peu documentée. Par ailleurs, rares sont les pays d'Afrique subsaharienne qui n'ont pas connu de conflits armés, souvent d'envergure régionale. Leurs effets immédiats : la destruction - partielle ou totale - des systèmes éducatifs et la mobilisation de jeunes devenus enfants-soldats entravent l'Éducation Pour Tous (EPT). Cet ouvrage interroge la dynamique éducative de sociétés africaines dans trois contextes. En situation de paix : quelles formes de violences l'Éducation et l'école sécrètent-elles en temps de paix ? Quels en sont les sources et les soubassements ? Peuvent-elles être enrayées, sinon réduites ? Pendant les conflits : quelles sont les voies de la " politisation " de l'éducation ? Quelles sont les conséquences immédiates et à long terme des conflits sur l'éducation ? All over Africa, an explosion in cultural productions of various genres is in evidence. Whether in relation to music, song and dance, drama, poetry, film, documentaries, photography, cartoons, fine arts, novels and short stories, essays, and (auto)biography; the continent is experiencing a robust outpouring of creative power that is as remarkable for its originality as its all-round diversity. Beginning from the late 1970s and early 1980s, the African continent has experienced the longest and deepest economic crises than at any other time since the period after the Second World War. Interestingly however, while practically every indicator of economic development was declining in nominal and/ or real terms for most aspects of the continent, cultural productions were on the increase. Out of adversity, the creative genius of the African produced cultural forms that at once spoke to crises and sought to transcend them. The current climate of cultural pluralism that has been produced in no small part by globalization has not been accompanied by an adequate pluralism of ideas on what culture is, and/or should be; nor informed by an equal claim to the production of the cultural packaged or not. Globalization has seen to movement and mixture, contact and linkage, interaction and exchange where cultural flows of capital, people, commodities, images and ideologies have meant that the globe has become a space, with new asymmetries, for an increasing intertwinement of the lives of people and, consequently, of a greater blurring of normative definitions as well as a place for re-definition, imagined and real. As this book Contemporary African Cultural Productions has done, researching into African culture and cultural productions that derive from it allows us, among other things, to enquire into definitions, explore historical dimensions, and interrogate the political dimensions to presentation and representation. The book therefore offers us an intervention that goes beyond the normative literary and cultural studies main foci of race, difference and identity; notions which, while important in themselves might, without the necessary historicizing and interrogating, result in a discourse that rather re-inscribes the very patterns that necessitate writing against.
