This report reviews the Emergency Post-Conflict Assistance (EPCA) given to Lebanon after the conflict with Israel in 2006. The five-week conflict with Israel in 2006 and the month-long blockade that followed inflicted a heavy human and economic toll on Lebanon. EPCA would provide an appropriate transition to 2008, when fiscal adjustment is envisaged to commence. The authorities intend to seek IMF support through a Stand-By Arrangement (SBA), following satisfactory implementation of the EPCA program and after the immediate impact of the conflict has been addressed and the current political stalemate resolved.

In Architecture, Power and Religion in Lebanon, Ward Vloeberghs explores Rafiq Hariri’s patronage and his posthumous legacy to demonstrate how religious architecture becomes a site for power struggles in contemporary Beirut. By tracing the 150 year-long history of the Muhammad al-Amin Mosque – Lebanon’s principal Sunni mosque – and the subsequent development of the site as a commemoration venue, this account offers a unique illustration of how architecture, religion and power become discursively and visually entangled. Set in a multi-confessional society marked by social inequalities and political fragmentation, this interdisciplinary study analyses how architectural practice and urban reconfigurations reveal a nascent personality cult, communal mourning, and the consolidation of political territory in relation to constantly shifting circumstances.
For almost nine decades, since their mass-resettlement to the Levant in the wake of the Genocide and First World War, the Armenian communities of Lebanon and Syria appear to have successfully maintained a distinct identity as an ethno-culturally diverse group, in spite of representing a small non-Arab and Christian minority within a very different, mostly Arab and Muslim environment. The author shows that, while in Lebanon the state has facilitated the development of an extensive and effective system of Armenian ethno-cultural preservation, in Syria the emergence of centralizing, authoritarian regimes in the 1950s and 1960s has severely damaged the autonomy and cultural diversity of the Armenian community. Since 1970, the coming to power of the Asad family has contributed to a partial recovery of Armenian ethno-cultural diversity, as the community seems to have developed some form of tacit arrangement with the regime. In Lebanon, on the other hand, the Armenian community suffered the consequences of the recurrent breakdown of the consociational arrangement that regulates public life. In both cases the survival of Armenian cultural distinctiveness seems to be connected, rather incidentally, with the continuing 'search for legitimacy' of the state.
Aiming to contribute to the reader’s greater understanding of Lebanese government and politics, this book provides a comprehensive examination of the origin, development, and institutionalization of sectarian consociationalism in Lebanon. A recurrent proposition advanced in this book is that Lebanese sectarian consociationalism has been both a cure and a curse in the formulation of political settlements and institution building. On the one hand, and in contrast to many surrounding Arab regimes, consociational arrangements have provided the country with a relative democratic political life. A limited government with a strong confessional division of power and a built-in checks and balance mechanism prevented the emergence of dictatorship or monarchy. On the other hand, a chronic weak state has complicated efforts for nation building in favour of sectarian fragmentation, external interventions, and strong polarization that periodically brought the country to the verge of total collapse and civil war. While examining Lebanese sectarian politics of conflict and concession during different historic junctures many revelations are made that underlie the role of domestic and international forces shaping the country’s future. Presenting an implicit description of the power and functions of the various branches of government within the context of sectarian consociationalism, this book is an important introductory text for students of Lebanese Politics and Middle Eastern politics more broadly.
Based on an award-winning thesis, this volume is a pioneering study of musical theatre and popular culture and its relation to the production of identity in Lebanon in the second half of the twentieth century. In the aftermath of the departure of the French from Lebanon and the civil violence of 1958, the Rahbani brothers (Asi and Mansour) staged a series of folkloric musical theatrical extravaganzas at the annual Ba‘labakk festival which highlighted the talents of Asi’s wife, the Lebanese diva Fairouz, arguably the most famous living Arab singer. The inclusion of these folkloric vignettes into the festival’s otherwise European dominated cultural agenda created a powerful nation-building combination of what Partha Chatterjee calls the ‘appropriation of the popular’ and the ‘classicization of tradition.’ The Rahbani project coincides with the confluence of increasing internal and external migration in Lebanon, as well as with the rapid development of mass media technology, of which the Ba'labakk festival can be seen as an extension. Employing theories of nationalism, modernity, globalism and locality, this book shows that these factors combined to give the project a potent identity-forming power.
