This book examines the role of political leadership as a driver in the process of regional community-building in the Association of Southeast Asian Nations (ASEAN) and the European Union (EU). It considers under which conditions political leadership constitutes a driver of regional community-building and reconceptualises the very idea of political leadership in order to examine its role in a regional context. The book concludes that a comprehensive approach that incorporates political will, the capacity of individual leaders, state capacity, legitimacy, and summitry yields a deeper understanding of political leadership in regional bodies.
The development of leadership capacities addresses a vital and continuing need in communities and organizations as they attempt to adapt to a wide range of social, economic, environmental, and political changes. Leadership development activities that focus on building new skills and fostering new ideas directly shape local and organizational capacity. At the organizational level, leadership is a valued resource as organizations are faced with challenges of limited resources, funding, and other capacities. Community leadership operates within a different domain; an environment with different dynamics, structures, and goals. Community leadership is distinctive in that leaders often do not have formal training or authority to dictate and facilitate change. Political leadership styles in East Asian states are shaped and influenced by a number of domestic factors. These factors include the type of political system that an East Asian state adopted from their days of independence and decolonization. There is a diverse array of political systems in the region, ranging from Western-style liberal democracies like Japan and South Korea to autocratic one-party states like North Korea. Most other East Asian countries adopt systems somewhere in between these two polar ends. This volume begins with a macro-political perspective of leadership. It then looks at case studies of political leadership and the factors that influence the shape and outcome of leadership styles in the region.The book also examines the concept of community leadership and its impact on community well-being. Several specific case studies are examined in depth. While examining political leadership from a macro theoretical and empirical perspective, the book also adopts historical-anthropological perspectives to analyse case studies. This volume is a collection of papers written by nationals or former nationals of the respective country in ASEAN and Northeast Asia. Unlike other works written by scholars outside ASEAN or East Asia, it offers an insider’s point of view of the 10 ASEAN states, China, Japan and South Korea on regional community building. While a nationalist perspective may permeate throughout the study, it is also clear that pursuing regional cooperation is considered to be important by the respective author, denoting the non-exclusivity between nationalism and regionalism and the mutual reinforcement of the two. Each author of this volume has made a deliberate effort to introduce and survey the developmental challenges and experiences of his or her country from a historical perspective. All authors, without exception, have emphasized the importance and advantages in staying with ASEAN or linking up with ASEAN by China, Japan and South Korea in political-security, economic and socio-cultural terms. Their papers also reveal that the self-help and self-strengthening mechanism emphasized by the ASEAN Plus Three process will take time to bear fruits. In the meantime, it seems that bilateral interactions and cooperation between ASEAN and Northeast Asian states remain to be more dominant as shown in this study. One can argue that bilateral interactions are the building block of multilateralism interactions. To be sure, there is a deliberate effort in this study to highlight "unity in diversity" in East Asia in general and ASEAN in particular.
