The past decade has seen increasing international recognition of civic space as a cornerstone of functioning democracies, alongside efforts to promote and protect it. Countries that foster civic space are better placed to reap the many benefits of higher levels of citizen engagement, strengthened transparency and accountability, and empowered citizens and civil society. In the longer term, a vibrant civic space can help to improve government effectiveness and responsiveness, contribute to more citizen-centred policies, and boost social cohesion.
The development of civil society has varied greatly across the former Soviet Union. The Baltic states have achieved a high level of integration with the West and European Union membership, while some regions in Russia lag far behind. Now for the first time there is a comparative study of civil society and democratization across post-Soviet national borders. Acknowledging the enormous variation throughout the region, the book offers unique data on developments in Russia, Estonia, Latvia and Lithuania. Applying an innovative analytical framework derived from theories of democratization, civil society, social movements and transnational relations, the researchers have formulated broader comparisons and generalisations without neglecting the specific post-Soviet context. The book provides a systematic comparison across sectors as well as nations, and includes chapters on NGOs, the state and conflict, and transnationalisation. Quantitative survey data is combined with qualitative interviews and case study research to both confirm previous findings about the weakness of post-communist civil society and to qualify previous research.
This book explores the idea of civil society and how it is being implemented in Eastern Europe. The implosion of the Russian empire fifteen years ago and the new wave of democratization opened a new field of inquiry. The wide-ranging debate on the transition became focused on a conceptual battle, the question of how to define "civil society". Because totalitarian systems shun self-organization, real existing civil society barely existed East of the Elbe, and the emergence of civil society took unusually complex and puzzling forms, which varied with national culture, and reflected the deep historical past of these societies. This insightful text relates the concept of civil society and developments in Eastern Europe to wider sociological theories, and makes international comparisons where appropriate. It discusses particular aspects of civil society, and examines the difficulties of establishing civil society. It concludes by assessing the problems and prospects for civil society in Eastern Europe going forward.
The research presented in this book based on new primary data demonstrates that in terms of civil society actors adapting to the European political space the Europeanization process has an uneven development. This innovative book integrates top-down approaches for the study of relationships within the developing EU-multilevel system (i.e., the consequences of Europeanization for civil society at the local level) and bottom-up approaches (i.e., the consequences of civil society for the process of European integration and democracy in the EU). The contributors argue that exploration of these recursive linkages requires a rethinking of the relationships between (local, national, and trans-national) civil society on the one hand, and multi-level governance on the other. In analyzing the opportunities for civil society associations to contribute to European integration and decision-making from various perspectives, the following findings are presented, amongst others: engagement with and confidence in the EU (compared to national institutions) is relatively weak among associational members party elites play a key gatekeeper role in the European space the EU and interest groups have had limited success in stimulating the development of citizen engagement, civil society and social capital in various countries. This open access book identifies the multiple ways that IEA’s studies of civic and citizenship education have contributed to national and international educational discourse, research, policymaking, and practice. The IEA International Civic and Citizenship Education Study (ICCS), first conducted in 2009, was followed by a second cycle in 2016. The project was linked to the earlier IEA Civic Education Study (CIVED 1999, 2000). IEA’s ICCS remains the only large-scale international study dedicated to formal and informal civic and citizenship education in school. It continues to make substantial contributions to understanding the nature of the acquired civic knowledge, attitudes, and participatory skills. It also discusses in-depth how a wide range of countries prepare their young people for citizenship in changing political, social, and economic circumstances. The next cycle of ICCS is planned for 2022. In this book, more than 20 national representatives and international scholars from Europe, Latin America, Asia, and North America assess how the processes and findings of the 2009 and 2016 cycles of ICCS and CIVED 1999/2000 have been used to improve nations’ understanding of their students’ civic knowledge, beliefs, attitudes, current civic-related behaviors, and intentions for future participation in a comparative context. There are also chapters summarizing the secondary analysis of those studies’ results indicating their usefulness for educational improvement and reflecting on policy issues. The analyses and reflections in this book provide timely insight into international educational discourse, policy, practice, and research in an area of education that is becoming increasingly important for many societies.
The quest for a theoretical framework for understanding urban policy-making has been a recurring focus of research into local governments. Civic culture is a means for understanding how municipal policy-makers weigh the interests of different groups, govern the local community, frame local goals, engage in decision-making, and ultimately select and implement public policies. While it seems that culture 'matters' in local policy making, how to measure culture in a valid and replicable fashion presents a significant challenge which the authors address in this book. They present their findings of a large multi-city research project to explore the nature of civic culture in cities in the US and Canada. The focus of their analysis is on three overarching 'systems' of community power system, the community value system, and the community decision-making system. The authors address a number of questions around the nature of civic culture and the relationships between the three systemic elements of civic culture, to refine and apply a more sophisticated theory of urban policy-making.
