The State of new-york early manifested her attachment to the principles of universal Freedom and her repugnance to the institution of human slavery. Holding that the Constitution of the United States at the time of its adoption, found slavery to exist Within and by virtue of the laws of the several States, and therefore recognized the fact of its existence as a State institution, without giving to it.
