The Journal of GMS Development Studies is a multidisciplinary peer-reviewed publication that seeks to promote a better understanding of a broad range of development issues of the Greater Mekong Subregion (GMS). This journal is published by the Asian Development Bank (ADB) under the framework of the Phnom Penh Plan for Development Management (PPP), a region-wide capacity building program that supports knowledge products and services. It is directed at GMS planners, policy makers, academics, and researchers who, in their unique capacities, continue to search for solutions to the many complex challenges of the subregion. By disseminating knowledge about the GMS, the Journal hopes to stimulate further thinking and debate on GMS issues, thus contributing to informed policy choices, responsive advocacy, and meticulous scholarship.
This volume offers to compare and explain variances of regionalism in Asia by disclosing the distinctive features of regional arrangements and how they evolved during the 1990s and 2000s against the background of a changing global environment. Moreover, it takes up a genuinely ‘inter-Asian’ perspective. By analysing and comparing diverse manifestations of regional integration agreements across Asia and its different sub-regions, it sets out to track their common characteristics and sub-regional facets with respect to their establishment, design and consequences. In addition, political processes accompanying their negotiation and implementation are scrutinized. The analysis encompasses nine case studies written by renowned scholars who together as a group combine an extraordinary mixture of different disciplinary backgrounds as well as expertise on shapes and processes of regional integration in different parts of Asia. The case studies seize on some of the most important features and controversial issues characterizing the second regionalism. Such are the emergence and impact of overlapping FTAs, regional financial and sub-regional economic integration and cooperation, power and the politics of regional integration as well as the nexus between conflict resolution, state failure and regional integration.
One of the apparent contradictions which has puzzled observers of East Asian politics is why, despite the region's considerable economic integration, economic governance institutions remain largely underdeveloped. This book stems from the observation that the study of actual forms of economic governance in Asia has been impeded by the dominance of a ‘regionalism’ problematique. Scholars have focused on the emergence – or not – of regional multilateral institutions, seeking to evaluate these institutions’ capacities to enforce disciplines on Asian states. However, they have also neglected prior, and more pertinent, questions regarding the causal determinants of regional economic governance, which animate the contributions to this collection: What factors shape the scale and instruments of economic governance in Asia; and how and why is economic governance being rescaled between the sub-national, national and regional levels? In the chapters of this book, the contributors explore the social and political struggles over the scale and instruments of economic governance. They identify and explain the emergence of a wide variety of regional modes of economic governance, explain the factors shaping the spatial scale of economic governance in Asia, and discern the patterns of regional integration to which they give rise. This book was originally published as a special issue of the Australian Journal of International Affairs.
The Mekong River is a vital and valuable resource, with huge development potential for the six states through which it flows. Given the significant asymmetry of power between those states, however, there is a real risk that some might utilise it to the detriment of others. Without a sense of regional belonging, it is difficult to imagine that these states and their constituent communities will take regional imperatives to heart, participate in joint regulatory frameworks, or adopt behaviours for upstream-downstream and lateral cooperation over the appropriation and use of their shared resources. How effectively has closer interdependence of the Mekong countries accommodated the development of a political-social-cultural space conducive to the growth of a regional "we-ness" among not only political elites, but also the general public? The contributors to this volume approach this question from a range of directions, including the impacts of tourism, regional development programmes, the Mekong Power Grid, and Sino-US rivalry. This edited volume presents valuable insights for scholars of international relations, Asian studies, development studies, environment studies, policy studies, and human geography.
The large market size and abundant resources of the Greater Mekong Subregion (GMS), including a large, motivated and cheap workforce, a rich agricultural base, extensive timber and fisheries resources, considerable potential mineral resources, and vast energy resources have seen the subregion increasingly recognized as a new frontier of Southeast Asian economic strength. This book aims to assess the recent economic, social and political developments in the GMS and identify emerging opportunities and challenges facing the successful transition towards a market-driven economy. The countries of the GMS are at a critical juncture where subregional efforts and cooperation must be made to fully address the rapidly evolving issues that are vital to appropriate policy formation, yet which remain widely debatable. The deliberations here shed light on the development stages and offer policy recommendations for pushing forward subregional cooperation.

With the world watching closely, Myanmar began a process of political, administrative and institutional transition from 30 January 2011. After convening the parliament, elected in November 2010, the former military regime transferred power to a new government headed by former Prime Minister (and retired general), U Thein Sein. With parliamentary processes restored in Myanmar's new capital of Naypyitaw, Thein Sein's government announced a wide-ranging reform agenda, and began releasing political prisoners and easing press censorship. Pivotal meetings between Thein Sein and Aung San Suu Kyi led to amendment of the Election Law and the National League for Democracy contesting by-elections in April 2012. The 2011 Myanmar/Burma update conference considered the openings offered by these political changes and media reforms and the potential opportunities for international assistance. Obstacles covered include impediments to the rule of law, the continuation of human rights abuses, the impunity of the Army, and the failure to end ethnic insurgency.
This book analyzes Myanmar’s contemporary political history, arguing that Myanmar’s so-called "democratization" has always been a calculated regime transition, planned by the military, with every intention that the military to remain the key permanent political actor in Myanmar’s political regime. Using the period since Myanmar’s regime change in 2011 as an extended case study, this book offers an original theory of regime transition. The author argues that Myanmar’s ongoing regime transition has not diverged from its authoritarian military roots and explains how the military has long planned its voluntary partial withdrawal from direct politics. Therefore, Myanmar’s "disciplined democracy" contains features of democratic politics, but at its core remains authoritarian. Providing an original contribution to the theoretical literature on regime change by developing a theory of trial and error regime transition, the book engages with and challenges the popular democratization theory by arguing that this theory does not sufficiently explain hybrid regimes or authoritarian durability. Additionally, the book adds to an alternative understanding of how the regime transition was initiated by examining the historical evolution of Myanmar’s post-colonial regime and offers a fresh perspective on contemporary political developments in Myanmar. An important contribution to the study of authoritarian durability and the dynamics of regime change in Southeast Asia, this book will be of interest to academic researchers of comparative politics, international relations, and Southeast Asian studies.
Nishikawa explores how international norms have been adopted in the local context in Myanmar to project a certain international image, while in fact the authorities are exploiting these norms to protect their own interests. In the liberal international world order promoted since the end of the Cold War, democracy, rule of law and human rights have become key components in state and peace-building around the world. Many donor governments and international organisations have promoted them in their aid and assistance. However, the promotion of these international norms is based on a flawed understanding of sovereignty and the world. For this reason, the enforcement of these international norms in Myanmar not only fails to protect vulnerable people but also, in some instances, exacerbates the situation, thereby generating critical insecurity to the most vulnerable people. A vital resource for scholars of Myanmar’s politics, as well as a valuable case study for International Relations scholars more broadly.
Special economic zones (SEZs) are important doorways for countries to attract foreign investment and promote trade. A strong correlation between the creation of SEZs and economic development indicators has also been identified in previous studies, at the municipal level, in China.
