This work by the Spanish humanist and philosopher, Juan Luis Vives, is the first tract of its kind in the Western world to treat the problem of urban poverty and propose concrete suggestions for a policy of social legislation. The treatise, published in 1526, is dedicated to the civil authorities of Bruges and deals specifically with the problems of that city, but with potential universal application. Vives calls upon the wealthy to share their blessings with those less fortunate, emphasizing that possessions are not given to us for our own use only but to share them with our neighbour. The reader will often find Vives' reflections and solutions surprisingly modern. The book includes an edition of the Latin text and an English translation.

Tracing the interwoven traditions of modern welfare states in Europe over five centuries, Thomas McStay Adams explores social welfare from Portugal, France, and Italy to Britain, Belgium and Germany. He shows that the provision of assistance to those in need has faced recognizably similar challenges from the 16th century through to the present: how to allocate aid equitably (and with dignity); how to give support without undermining autonomy (and motivation); and how to balance private and public spheres of action and responsibility. Across two authoritative volumes, Adams reveals how social welfare administrators, critics, and improvers have engaged in a constant exchange of models and experience locally and across Europe. The narrative begins with the founding of the Casa da Misericordia of Lisbon in 1498, a model replicated throughout Portugal and its empire, and ends with the relaunch of a social agenda for the European Union at the meeting of the Council of Europe in Lisbon in 2000. Considering the presence and influence of educated women of letters in Spain and New Spain, this study looks at the life and work of early modern women who advocated by word or example for the education of women. The subjects of the book include not only such familiar figures as Sor Juana and Santa Teresa de Jesús, but also of less well known women of their time. The author uses primary documents, published works, artwork, and critical sources drawn from history, literature, theatre, philosophy, women's studies, education and science. Her analysis juxtaposes theories espoused by men and women of the period concerning the aptitude and appropriateness of educating women with the actual practices to be found in convents, schools, court, theaters and homes. What emerges is a fuller picture of women's learning in the early modern period.

For many, the history of German social policy is defined primarily by that nation’s postwar emergence as a model of the European welfare state. This study offers a new view on public services in the early modern Low Countries and answers the following questions: who provided public facilities in urban communities and in which ways did public amenities change in the period between 1500 and 1800? It throws light on the ways in which responsibilities were shared between city dwellers and the factors which influenced the allocation and reallocation of public services between the sixteenth and nineteenth centuries. The present study looks at those who provided various services to their communities, the ways in which they were rewarded and monitored, and the gain they may have sought. It focuses on the situation in the Low Countries, but in many respects, it also describes the development of the provision of public services in most towns in early modern Western Europe. The complex mixture of central and local, private and public, ecclesiastical and secular, individual and corporate initiatives, characterized – to a greater or lesser extent – urban communities everywhere in Western Europe. Above all, early modern towns were civil societies in which community services such as health care, poor relief, and public security were largely shaped and formed by conceptions of citizenship and collective interest.
