Adding an important new dimension to the history of U.S.-Japan relations, this book reveals that an unofficial movement to promote good feeling between the United States and Japan in the 1920s and 1930s only narrowly failed to achieve its goal: to modify the so-called anti-Japanese exclusion clause of the 1924 U.S. immigration law. It is well known that this clause caused great indignation among the Japanese, and scholars have long regarded it as a major contributing factor in the final collapse of U.S.-Japan relations in 1941. Not generally known, however, is that beginning immediately after the enactment of the law, private individuals sought to modify the exclusion clause in an effort to stabilize relations between the two countries. The issue was considered by American and Japanese delegates at almost all subsequent U.S.-Japan diplomatic negotiations, including the 1930 London naval talks and the last-minute attempts to prevent war in 1941. However, neither the U.S. State Department nor the Japanese Foreign Office was able to take concrete measures to resolve the issue. The State Department wanted to avoid appearing to meddle with Congressional prerogatives, and the Foreign Office did not want to be seen as intruding in American domestic affairs. This official reluctance to take action opened the way for major efforts in the private sector to modify the exclusion clause. The book reveals how a number of citizens in the United States—mainly clergy and business people—persevered in their efforts despite the obstacles presented by anti-Japanese feeling and the economic dislocations of the Depression. One of the notable disclosures in the book is that this determined private push for improved relations continued even after the 1931 Manchurian Incident.
As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.
Hawai‘i at the Crossroads tells the story of Hawai‘i’s role in the emergence of Japanese cultural and political internationalism during the interwar period. Following World War I, Japan became an important global power and Hawai‘i Japanese represented its largest and most significant emigrant group. During the 1920s and 1930s, Hawai‘i’s Japanese American population provided Japan with a welcome opportunity to expand its international and intercultural contacts. This volume, based on papers presented at the 2001 Crossroads Conference by scholars from the U.S., Japan, and Australia, explores U.S.–Japanese conflict and cooperation in Hawai‘i—truly the crossroads of relations between the two countries prior to the Pacific War. From the 1880s to 1924, 180,000 Japanese emigrants arrived in the U.S. A little less than half of those original arrivals settled in Hawai‘i; by 1900 they constituted the largest ethnic group in the Islands, making them of special interest to Tokyo. Even after its withdrawal from the League of Nations in 1933, Japan viewed Hawai‘i as a largely sympathetic and supportive ally. Through its influential international conferences, Hawai‘i’s Institute of Pacific Relations conducted a program that was arguably the only informal diplomatic channel of consequence left to Japan following its withdrawal from the League. The Islands represented Japan’s best opportunity to explain itself to the U.S.; here American and Japanese diplomats, official and unofficial, could work to resolve the growing tension between their two countries. College exchange programs and substantial trade and business opportunities continued between Japan and Hawai‘i right up until December 1941. While hopes on both sides of the Pacific were shattered by the attack on Pearl Harbor, the Japan-Hawai‘i connection underlying not a few of them remains important, informative, and above all compelling. Its further exploration provided the rationale for the Crossroads Conference and the essays compiled here. At the close of the nineteenth century, American women missionaries traveled far afield to spread Christianity across the globe. Their presence abroad played a significant role in shaping foreign perceptions of America. At the same time, the cultural knowledge and independence these women missionaries gained had a profound impact on gender roles and racial ideologies among Protestants in the United States. In Providence Has Freed Our Hands, Karen K. Seat tells the history of women’s foreign missions in Japan and reveals the considerable role they played in liberalizing American understandings of Christianity, gender, and race. The author uses the story of Elizabeth Russell, a colorful missionary to Japan, as the backbone for her study.
