The 2006 Pre-Budget Report presents updated assessments and forecasts of the economy and public finances; the effects of policies on long-term governmental goals; and reforms being considered ahead of the Budget. It is organised under 6 main headings: maintaining macroeconomic stability; meeting the productivity challenge; increasing employment opportunity for all; building a fairer society; delivering high quality public services; protecting the environment. Amongst the measures discussed are: making Child Benefit available from week 29 of pregnancy; increasing enforcement measures for the National Minimum Wage; a target of 3% savings in central and local government; increasing capital investment in education from £8.3 billion in 2007-8 to £10.2 billion in 2010-11; taking forward recommendations of the Leitch Review on skills (ISBN 0118404865); and an increase in air passenger duty.
In this paper the Government announces an increase in capital spending plans by £3 billion a year, from 2015, which means an additional £18 billion of investment over the next parliament. The Government is taking a long-term approach to infrastructure, to overcome decades of short-term decision making and uncertainty in funding, financing and failures in delivery. Plans include over £70 billion of investment in transport, over £20 billion in schools and £10 billion in science, housing and flood defences. Specific commitments include funding for HS2, the biggest programme of investment in roads since the 1970s, and superfast broadband provision will be expanded so 95 per cent of UK premises will have access to superfast broadband by 2017.Action is being taken to provide the support needed to enable up to £100 billion of private sector energy investment, including through the further roll-out and extension of the UK guarantees scheme. Lessons on successful project delivery will be learnt from the Olympics and similar examples.
This supporting document to Budget 2011 (HC 836, ISBN 9780102971033) sets out the Government's plan for sustainable, long-term economic growth for the UK economy. It sets out four ambitions that underpin this objective, these are: to create the most competitive tax system in the G20; to make the UK one of the best places in Europe to start, finance and grow a business; to encourage investment and exports as a route to a more balanced economy and to create a more educated workforce that is the most flexible in Europe. The papers in this volume bring together a cross-disciplinary mix of researchers--developmental psychologists, evolutionary biologists, economists, anthropologists, and sociologists--working on the common theme of investments in children. The interdisciplinary conceptual framework adopted by this collection of papers is loosely built around the idea that there are two broad dimensions of parental investments. These include resources (e.g., income, wealth) on the one hand, and behaviors (e.g., parental instrumental support and parental activities that promote warmth, socialization, and cognitive stimulation) on the other. Believing that parental investments yield a "return" in improved child and young adult outcomes, the papers discuss how parents differ in terms of the resources they have available to invest, the choices parents make, the behaviors they engage in, and relevant policy and program interventions. More specifically, core questions addressed by the authors include: Why do some families invest while others do not and are differential investment patterns related to biology, economics, or social factors? What constitutes a successful "investment portfolio?" How are "investments" measured and/or characterized? Are different investments interchangeable, compensating, or off-setting? Given a set of resources, why are some families able to make more effective investments in child outcomes? How well do these investments affect outcomes for children and for these children as young adults?
