Lines of the Nation radically recasts the history of the Indian railways, which have long been regarded as vectors of modernity and economic prosperity. From the design of carriages to the architecture of stations, employment hierarchies, and the construction of employee housing, Laura Bear explores the new public spaces and social relationships created by the railway bureaucracy. She then traces their influence on the formation of contemporary Indian nationalism, personal sentiments, and popular memory. Her probing study challenges entrenched beliefs concerning the institutions of modernity and capitalism by showing that these rework older idioms of social distinction and are legitimized by forms of intimate, affective politics. Drawing on historical and ethnographic research in the company town at Kharagpur and at the Eastern Railway headquarters in Kolkata (Calcutta), Bear focuses on how political and domestic practices among workers became entangled with the moralities and archival technologies of the railway bureaucracy and illuminates the impact of this history today. The bureaucracy has played a pivotal role in the creation of idioms of family history, kinship, and ethics, and its special categorization of Anglo-Indian workers still resonates. Anglo-Indians were formed as a separate railway caste by Raj-era racial employment and housing policies, and other railway workers continue to see them as remnants of the colonial past and as a polluting influence. The experiences of Anglo-Indians, who are at the core of the ethnography, reveal the consequences of attempts to make political communities legitimate in family lines and sentiments. Their situation also compels us to rethink the importance of documentary practices and nationalism to all family histories and senses of relatedness. This interdisciplinary anthropological history throws new light not only on the imperial and national past of South Asia but also on the moral life of present technologies and economic institutions.
Human rights are politically fraught in Turkey, provoking suspicion and scrutiny among government workers for their anti-establishment left-wing connotations. Nevertheless, with eyes worldwide trained on Turkish politics, and with accession to the European Union underway, Turkey's human rights record remains a key indicator of its governmental legitimacy. Bureaucratic Intimacies shows how government workers encounter human rights rhetoric through training programs and articulates the perils and promises of these encounters for the subjects and objects of Turkish governance. Drawing on years of participant observation in programs for police officers, judges and prosecutors, healthcare workers, and prison personnel, Elif M. Babül argues that the accession process does not always advance human rights. In casting rights as requirements for expertise and professionalism, training programs strip human rights of their radical valences, disassociating them from their political meanings within grassroots movements. Translation of human rights into a tool of good governance leads to competing understandings of what human rights should do, not necessarily to liberal, transparent, and accountable governmental practices. And even as translation renders human rights relevant for the everyday practices of government workers, it ultimately comes at a cost to the politics of human rights in Turkey.

As globalization and transnational encounters intensify, people’s mobility is increasingly conditioned by intimacy, ranging from love, desire, and sexual liaisons to broader family, kinship, and conjugal matters. This book explores the entanglement of mobility and intimacy in various configurations throughout the world. It argues that rather than being distinct and unrelated phenomena, intimacy-related mobilities constitute variations of cross-border movements shaped by and deeply entwined with issues of gender, kinship, race, and sexuality, as well as local and global powers and border restrictions in a disparate world.
Critique has long been a central concept within art practice and theory. Since the emergence of Conceptual Art, artists have been expected by critics, curators, and art school faculty to focus their work on exposing and debunking ideologies of power and domination. Recently, however, the effectiveness of cultural critique has come into question. The appearance of concepts such as the "speculative," the "reparative," and the "constructive" suggests an emerging postcritical paradigm. Beyond Critique takes stock of the current discourse around this issue. This collection investigates intermarriage and related relationships around the world since the eighteenth century. The contributors explore how romantic relationships challenged boundary crossings of various kinds – social, geographic, religious, ethnic. To this end, the volume considers a range of related issues: Who participated in these unions? How common were they, and in which circumstances were they practised (or banned)? Taking a global view, the book also questions some of the categories behind these relationships. For example, how did geographical boundaries – across national lines, distinctions between colonies and metropoles or metaphors of the ‘East’ and the ‘West’ – shape the treatment of intermarriage? What role have social and symbolic boundaries, such as presumed racial, religious or socio-economic divides, played? To what extent and how were those boundaries blurred in the eyes of contemporaries? Not least, how have bureaucracies and law contributed to the creation of boundaries preventing romantic unions? Romantic relationships, the contributors suggest, brought into sharp relief assumptions not only about community and culture, but also about the sanctity of the intimate sphere of love and family. The chapters in this book were originally published as a special issue of The History of the Family.
Intimate Activism tells the story of Nicaraguan sexual-rights activists who helped to overturn the most repressive antisodomy law in the Americas. The law was passed shortly after the Sandinistas lost power in 1990 and, to the surprise of many, was repealed in 2007. In this vivid ethnography, Cymene Howe analyzes how local activists balanced global discourses regarding human rights and identity politics with the contingencies of daily life in Nicaragua. Though they were initially spurred by the antisodomy measure, activists sought to change not only the law but also culture. Howe emphasizes the different levels of intervention where activism occurs, from mass-media outlets and public protests to meetings of clandestine consciousness-raising groups. She follows the travails of queer characters in a hugely successful telenovela, traces the ideological tensions within the struggle for sexual rights, and conveys the voices of those engaged in "becoming" lesbianas and homosexuales in contemporary Nicaragua.
A comparative study of the power and limits of bureaucracy in historical empires from ancient Rome to the twentieth century.
Author Ludwig von Mises was concerned with the spread of socialist ideals and the increasing bureaucratization of economic life. While he does not deny the necessity of certain bureaucratic structures for the smooth operation of any civilized state, he disagrees with the extent to which it has come to dominate the public life of European countries and the United States. The author's purpose is to demonstrate that the negative aspects of bureaucracy are not so much a result of bad policies or corruption as the public tends to think but are the bureaucratic structures due to the very tasks these structures have to deal with. The main body of the book is therefore devoted to a comparison between private enterprise on the one hand and bureaucratic agencies/public enterprise on the other.
Ever since Max Weber and Frederick Taylor, public organizations have been told that effective practice lies in maximizing rationality through science. Yet science-based management reforms have had only marginal impact on performance. People in entry-level positions possess knowledge from direct experience of the work, management knowledge is often science-based and distanced from the work, and appointed top executives struggle to join bureaucratic rationality with political exigencies. Knowledge and Power in Public Bureaucracies: From Pyramid to Circle offers fresh thinking about public organizations, arguing that conflicting forms of knowledge may be found within the bureaucratic pyramid. Answering the question of why management reforms over the past century have failed on their own terms, this book examines the existence of conflicting forms of knowledge within public bureaucracies, how these contradictory perspectives interact (or fail to interact), and the ways in which these systems preserve managerial efforts to control workers. Authors Carnevale and Stivers argue that bureaucratic rationality is not the “one best way,” as Taylor promised, and indeed, there is no one best way or model that can be deployed in all situations. The bureaucratic pyramid can, however, be made more effective by paying attention to circular processes that are widespread within the hierarchy, the authors argue, describing such circular processes as “facework.” This book will serve as an ideal supplement to introductory public administration and organizational theory courses, as well as courses for mid-career professionals, helping to frame their work experiences.
