Multinational Enterprises are generating and transferring technology know-how, knowledge and innovations of products and processes over national borders to foreign countries for making research and development (R&D) in especially chosen R&D locations. The focus of the following diploma thesis is to search what kind of role multinational enterprises play in a globalised and internalized world by focussing how they make research and development in foreign countries and especially in developing countries as the third world. In the first main part of the following work it will be described what kind of role multinational enterprise play in the century of globalisation. For a better understanding it follows a description what is exactly meant by the process of internalization of the markets and R&D. It will be discussed through theoretical analysis and models how the process to an internalization of R&D function. These will be explained through different theoretical approaches as the horizontal model of James R. Markusen, the vertical model of Helpman and a model of regression which used independent and dependent variables for the analysis. At least in this chapter the specific features of a MNE will be explained by categorising multinational enterprises through different characteristics and afterward the role of MNE in the process of globalisation will be assumed for the international trade between different countries. Transnational Corporations, Technology Transfer and Development: A Bibliographic Sourcebook compiles references one can use in studying transnational corporations and related topics. The compilation divides various source materials into eight major themes. The sourcebook presents publications on the development of science and technology; the International Technology Gap and the NIEO; and transnational corporations and technology. The other groups of publications compiled mainly focus on the anatomy of corporate technology transfer; technology transfer and host countries; and sectoral analysis, wherein several case studies are included. The last two sets of reference materials are concerned with technology transfer and the home country and its regulation. This sourcebook will be invaluable to those in need of lists of reference materials on transnational corporations.
Abstract: May 2000 - How much a developing country can take advantage of technology transfer from foreign direct investment depends partly on how well educated and well trained its workforce is, how much it is willing to invest in research and development, and how much protection it offers for intellectual property rights. Saggi surveys the literature on trade and foreign direct investment - especially wholly owned subsidiaries of multinational firms and international joint ventures - as channels for technology transfer. He also discusses licensing and other arm's-length channels of technology transfer. He concludes: How trade encourages growth depends on whether knowledge spillover is national or international. Spillover is more likely to be national for developing countries than for industrial countries; Local policy often makes pure foreign direct investment infeasible, so foreign firms choose licensing or joint ventures. The jury is still out on whether licensing or joint ventures lead to more learning by local firms; Policies designed to attract foreign direct investment are proliferating. Several plant-level studies have failed to find positive spillover from foreign direct investment to firms competing directly with subsidiaries of multinationals. (However, these studies treat foreign direct investment as exogenous and assume spillover to be horizontal - when it may be vertical.) All such studies do find the subsidiaries of multinationals to be more productive than domestic firms, so foreign direct investment does result in host countries using resources more effectively; Absorptive capacity in the host country is essential for getting significant benefits from foreign direct investment. Without adequate human capital or investments in research and development, spillover fails to materialize; A country's policy on protection of intellectual property rights affects the type of industry it attracts. Firms for which such rights are crucial (such as pharmaceutical firms) are unlikely to invest directly in countries where such protections are weak, or will not invest in manufacturing and research and development activities. Policy on intellectual property rights also influences whether technology transfer comes through licensing, joint ventures, or the establishment of wholly owned subsidiaries. Research on the international transfer of technology in economics and management literature has primarily focused on the role of countries and that of companies, in particular multinational enterprises (MNEs). Similarly, economic and business historians have tended to view international technology transfer as a way for economically ‘backward’ countries to acquire new technologies in order to catch up with more developed economies. This volume provides a more in-depth understanding of how the international transfer of technologies is organized and, in particular, challenges the core-periphery model that is still dominant in the extant literature. By looking beyond national systems of innovation, and statistics on foreign trade, patent registration and foreign direct investment, the book sheds more light on the variety of actors involved in the transfer process (including engineers, entrepreneurs, governments, public bodies, firms, etc.) and on how they make use of a broad set of national and international institutions facilitating technology transfer. Put differently, the volume offers a better understanding of the complexity of global technology flows by examining the role and actions of the different actors involved. By bringing together a number of original case studies covering many different countries over the period from the late 19th to the 21st century, the book demonstrates how technology is being transferred through complex processes, involving a variety of actors from several countries using the national and international institutional frameworks.
The importance of international technology diffusion (ITD) for economic development can hardly be overstated. Both the acquisition of technology and its diffusion foster productivity growth. Developing countries have long sought to use both national policies and international agreements to stimulate ITD. The 'correct' policy intervention, if any, depends critically upon the channels through which technology diffuses internationally and the quantitative effects of the various diffusion processes on efficiency and productivity growth. Neither is well understood. New technologies may be embodied in goods and transferred through imports of new varieties of differentiated products or capital goods and equipment, they may be obtained through exposure to foreign buyers or foreign investors or they may be acquired through arms-length trade in intellectual property, e.g., licensing contracts. 'Global Integration and Technology Transfer' uses cross-country and firm level panel data sets to analyze how specific activities exporting, importing, FDI, joint ventures impact on productivity performance.
Controlling International Technology Transfer: Issues, Perspectives, and Policy Implications discusses topics that concern technology transfer control. The book assesses related issues and perspectives, as well as examines alternative policy imperatives from different perspectives. The text is comprised of 15 chapters, which are organized into three parts. The first part contains Chapters 1 to 8 that tackle the underlying issues of technology transfer control, such as alternative channel and modes, the impact of new control systems, pricing, taxation, and business practices. The second part contains Chapters 9 to 14, which cover topics concerning policy perspectives and implication, such as control incentives, technology importing/exporting, and control systems. We estimate international technology spillovers to U.S. manufacturing firms via imports and foreign direct investment (FDI) between 1987 and 1996. In contrast to earlier work, our results suggest that FDI leads to substantial productivity gains for domestic firms. The size of FDI spillovers is economically important, accounting for about 11 percent of productivity growth in U.S. firms between 1987 and 1996. In addition, there is some evidence for import-related spillovers, but it is weaker than for FDI spillovers. The paper also gives a detailed account of why our study leads to results different from those found in previous work. This analysis indicates that our results are also likely to apply to other countries and periods.
