Providing a comprehensive overview of two centuries of international civil servants and international secretariats, this book reveals how international secretariats have emerged and evolved, focusing on both structures (international public administrations) and the practitioners (international civil servants). Reinalda explores the history and development of international secretariats and international civil servants, starting with the Congress of Vienna (1814–1815), when the first international organization was established in the form of a river commission for the navigation of the Rhine. Charting the development of international secretariats through the nineteenth century – the League of Nations, the United Nations, and the United Nations System with its many specialized agencies, the author explains why NATO (North Atlantic Treaty Organization) and the OECD (Organisation for Economic Co-operation and Development) have strong, rather than weak, international secretariats, and shines a light on the registries of international courts and tribunals. The book fills a gap in the literature by exploring the full evolution of international secretariats, covering global and continental developments as well as regional integration practices around the world. Dangerous Diplomacy reassesses the role of the UN Secretariat during the Rwandan genocide. With the help of new sources, including the personal diaries and private papers of the late Sir Marrack Goulding--an Under-Secretary-General from 1988 to 1997 and the second highest-ranking UN official during the genocide--the book situates the Rwanda operation within the context of bureaucratic and power-political friction existing at UN Headquarters in the early 1990s. The book shows how this confrontation led to a lack of coordination between key UN departments on issues as diverse as reconnaissance, intelligence, and crisis management. Yet Dangerous Diplomacy goes beyond these institutional pathologies and identifies the conceptual origins of the Rwanda failure in the gray area that separates peacebuilding and peacekeeping. The difficulty of separating these two UN functions explains why six decades after the birth of the UN, it has still not been possible to demarcate the precise roles of some key UN departments.
An argument that secretariats—the administrative arms of international treaties—are political actors in their own right. Secretariats—the administrative arms of international treaties—-would seem simply to do the bidding of member states. And yet, Sikina Jinnah argues in Post-Treaty Politics, secretariats can play an important role in world politics. On paper, secretariats collect information, communicate with state actors, and coordinate diplomatic activity. In practice, they do much more. As Jinnah shows, they can influence the allocation of resources, structures of interstate cooperation, and the power relationships between states. Jinnah examines secretariat influence through the lens of overlap management in environmental governance—how secretariats help to manage the dense interplay of issues, rules, and norms between international treaty regimes. Through four case studies, she shows that secretariats can draw on their unique networks and expertise to handle the challenges of overlap management, emerging as political actors in their own right. After presenting a theory and analytical framework for analyzing secretariat influence, Jinnah examines secretariat influence on overlap management within the Convention on Biological Diversity (CBD), two cases of overlap management in the World Trade Organization, as well as a case in which the Convention on International Trade in Endangered Species (CITES) secretariat failed to influence political outcomes despite its efforts to manage overlap. Jinnah argues that, even when modest, secretariat influence matters because it can establish a path-dependent dynamic that continues to guide state behavior even after secretariat influence has waned.
The end of the Cold War appeared to revitalise the Security Council and offered the prospect of restoring the United Nations to its central role in the maintenance of international peace and security.
