In carrying out their functions, these officials not only facilitate the work of the member states, but also pursue their own distinct agendas. This book analyzes how states seek to control secretariats when it comes to military operations by international organizations. It introduces an innovative theoretical framework that identifies different types of control mechanisms. The book presents six empirical chapters on the UN, NATO, and EU secretariats. It provides new data from a unique dataset and in-depth interviews. It shows that member states employ a wide range of control mechanisms to reduce the potential loss of influence. They frequently forfeit the gains of delegation to avoid becoming dependent on the work of secretariats. Yet while states invest heavily in control, this book also argues that they cannot benefit from the services of secretariats and keep full control over outcomes in international organizations. In their delegation and control decisions, states face trade-offs and have to weigh different cost categories: the costs of policy, administrative capacity, and agency loss. The UN Military Staff Committee is a misunderstood organ, and never really worked as it was initially envisaged. This book charts its historic development as a means to explain the continuous debate about the reactivation of the Military Staff Committee and, more generally, the unsatisfied need for the Security Council to have a military advisory body so that it does not only depend on the Secretariat to make its decisions on military and security affairs. The author takes a clear stand for the establishment of a military committee with real weight in the decision-making process of the Security Council related to peace operations. The Security Council remains the only international body making decisions in peace and security, authorizing military deployment without advice from a collective body of military experts and advisers. Recreating such a body is the missing part of all UN reform structures undertaken in past years. Analyzing the role and impact of Diaspora Organizations (DOs) in International Relations (IR), this interdisciplinary volume provides empirical accounts of their work across Europe, the Americas, Africa and the Middle East. This book explores the idea of a ‘revolution in military affairs’ (RMA), which underpins the transformational agenda of the US military, and examines its implications for smaller states. The strategic studies literature on the RMA tends to be American-centric and directed towards the strategic problems of the US military. This volume seeks to fill the gap in the literature and establish an intellectual framework that can assist other, smaller powers in their respective approaches to this issue. The book does so in three main sections; Part I focuses on questions of transformations in strategy and war; Part II explores transformations in operations; while Part III examines possible impediments to an RMA.
