What happens to intergovernmental organizations (IGOs) after their creation has remained in mystery over the years. Although the current globalized outlook has sparked new and growing interests on the role that IGOs play in the global landscape, the scholarship has largely focused on the political aspects of cooperation, primarily on how and why different IGO member states interact with each other and the outcomes associated with such cooperation. Research is yet to untangle how these organizations work and operate. This Element addresses this niche in the literature by delving into two important aspects: the management and governance of IGOs. We build on a four-year research program where we have collected three types of different data and produced several papers. Ultimately, the Element seeks to provide scholars with a description of the inner workings of IGOs, while providing guidance to policymakers on how to manage and govern them.

International Institutions (IIs), International NGOs (INGOs) and Transnational Hybrid Organizations (THOs) play a hugely important role in the modern world economy. International Organizations (IOs) are vital institutions in world politics in which cross-border issues can be discussed and global problems managed. This path-breaking book shows the efforts that small states have made to participate more fully in IO activities. It draws attention to the challenges created by widened participation in IOs and develops an original model of the dilemmas that both IOs and small states face as the norms of sovereign equality and the right to develop coincide. Drawing on extensive qualitative data, including more than 80 interviews conducted for this book, the authors find that the strategies which both IOs and small states adopt to balance their respective dilemmas can explain both continuity and change in their interactions with institutions ranging from UN agencies to the World Trade Organization.

Formed in 1947, the United Nations Economic Commission for Europe (UNECE) was the first postwar international organization dedicated to economic cooperation in Europe. Linking the universalism of the UN to European regionalism, both Cold War superpowers, the USA and the Soviet Union, were founding members of the UNECE. Building on the League of Nations' difficult heritage, and in an increasingly challenging political environment, the UNECE's mission was to facilitate European cooperation transcending the boundaries set by the Cold War . This book is the first treatise in English to present an overall functional necessity approach to the study of the legal position of intergovernmental organizations. According to this approach, an international organization is entitled to (no more than) what is strictly necessary for the exercise of its functions in the fulfilment of its purpose. The book provides a three-step analysis that relates an organization's legal status, privileges and immunities to the functions and purposes of the organization. After a review of the work of the International Law Commission on Relations between States and International Organizations, between 1962 and 1992, the author first introduces an identification process of the study's subject matter and scope ratione personae, i.e. the legal status of intergovernmental organizations. The legal personality, legal capacities, and competence (powers) of international organizations are analyzed from the perspective of their functions and purposes. Step Two presents a review of the basic considerations in granting organizational immunities, and their legal sources. Step Three focuses on the `official activities' of international organizations, which is the core of the application of functional necessity in determining the extent of organizational immunities. The book also reviews existing methods of counterbalancing organizational immunities, and applies the three-step functional necessity analysis to a case study of the International Tin Council. Finally, a general conclusion underlines the character of organizational immunity law as a balanced and self-contained régime.
