As a low-lying delta region with a high population density, the Netherlands has long focused on the prevention of flooding catastrophes and the reclamation of valuable land. The evolution of Dutch water governance, beginning with the creation of local 'water boards' in the Middle Ages and growing into a complex infrastructure of polders, dams, and controlled waterways offers a compelling study of pitfalls and successes within one of the worlds most challenging regions for water management. Water Policy in the Netherlands traces the arc of water governance in the country, from technological innovations to prevent wide-scale flooding, to strategies focused primarily on improving water quality, to an integral water management approach which brings together perspectives from economics, hydrology, ecology, water law, and water technology. The contributions in this book demonstrate how both the technical and social sciences must play key roles in crafting policy in the face of serious environmental challenges including climate change, sea level rise, and increasing soil subsidence. This open access textbook provides a concise introduction to economic approaches and mathematical methods for the study of water allocation and distribution problems. Written in an accessible and straightforward style, it discusses and analyzes central issues in integrated water resource management, water tariffs, water markets, and transboundary water management. The perceptibly changing climate has resulted in more precipitation in a small number of short periods. As most urban water management systems were developed at a time when precipitation was distributed more evenly throughout the year, they cannot deal properly with the new circumstances, and high groundwater levels and excess water are the result. In practice, many urban dwellers are consequently confronted with flooded cellars and inaccessible urban infrastructure. To solve these phenomena in the future, a major part of the urban water programmes for the next few decades consists of restructuring and transformation of the existing urban areas, in which water management is considered as an integral part of urban renewal activities and in which its capacity is compliant with the urban area scale. With an integral approach, this book treats the relation of urbanism and water management in Dutch water cities. It also treats the financial aspects of the adjustment of existing water systems to meet the changes in the urban hydrological cycle. It presents the typology of typical current and future Dutch water cities, their urban function and the ecological and technical aspects. Separate chapters deal with the transformation of the historical city, the consolidation of the inter-war city and the restructuring of the post-war city to meet future conditions. The final chapter presents a comparison of the Dutch situation with South Korean (Seoul), Japanese (Tokyo) and German (Ruhr area) urban areas.

Integrated water resources management advocates a coordinated approach for managing water resources in a way that balances social and economic needs with concern for the environment. While potentially useful, integrated water management is also controversial. Supporters believe that the multi-dimensional nature of water can only be understood and managed from a holistic perspective, while critics often argue that integrated water management lacks suffi ciently well-defi ned rules for its practical implementation. This book, written by academics, users and practitioners, provides a down-to-earth approach to the ideal of integrated water resources management, drawing from conceptual frameworks and real-life practice to identify the key aspects that are yet to be resolved. As such, it examines the role of water accounting, food trade, environmental externalities and intangible values as key aspects whose consideration may help the water management community move forward. Overall, integrated water resources management is perceived to be a useful utopia, whose value lies more in the steps that need to be taken to make it a reality than in achieving its ever-elusive end goal.
This open access book focuses on both the theory and practice associated with the tools and approaches for decisionmaking in the face of deep uncertainty. It explores approaches and tools supporting the design of strategic plans under deep uncertainty, and their testing in the real world, including barriers and enablers for their use in practice. The book broadens traditional approaches and tools to include the analysis of actors and networks related to the problem at hand. It also shows how lessons learned in the application process can be used to improve the approaches and tools used in the design process. The book offers guidance in identifying and applying appropriate approaches and tools to design plans, as well as advice on implementing these plans in the real world. For decisionmakers and practitioners, the book includes realistic examples and practical guidelines that should help them understand what decisionmaking under deep uncertainty is and how it may be of assistance to them. Decision Making under Deep Uncertainty: From Theory to Practice is divided into four parts. Part I presents five approaches for designing strategic plans under deep uncertainty: Robust Decision Making, Dynamic Adaptive Planning, Dynamic Adaptive Policy Pathways, Info-Gap Decision Theory, and Engineering Options Analysis. Each approach is worked out in terms of its theoretical foundations, methodological steps to follow when using the approach, latest methodological insights, and challenges for improvement. In Part II, applications of each of these approaches are presented. Based on recent case studies, the practical implications of applying each approach are discussed in depth. Part III focuses on using the approaches and tools in real-world contexts, based on insights from real-world cases. Part IV contains conclusions and a synthesis of the lessons that can be drawn for designing, applying, and implementing strategic plans under deep uncertainty, as well as recommendations for future work.
