The West has endured seven major fuel crises since 1944; these crises have threatened not only the well-being of the western alliance but also its military preparedness and political cohesion. Because energy security was deemed vital, the United States and its Western European and Japanese allies attempted to formulate a collective response to each crisis. Based on extensive archival research both in the United States and abroad, Kapstein here explains why alliance relations have been characterized by cooperation during some energy crises and conflict during others.
South Asia, which consists of eight states of different sizes and capabilities, is characterized by high levels of insecurity at the inter-state, intra-state, and human level: insecurity that is manifest in both traditional and non-traditional security problems—especially transnational terrorism fuelled by militant religious ideologies. To explain what has caused and contributed to the perpetual insecurity and human suffering in the region, this book engages scholars of international relations, comparative politics, historical sociology, and economic development, among others, to reveal and analyze the key underlying and proximate drivers. It argues that the problems are driven largely by two critical variables: the presence of weak states and weak cooperative interstate norms. Based on this analysis and the conclusions drawn, the book recommends specific policies for making the region secure and for developing the long lasting inter- and intra-state cooperative mechanisms necessary for the perpetuation of that security.

This volume presents, in an integrated framework, contemporary perspectives on the role of nonverbal behavior in psychological regulation, adaptation, and psychopathology, and includes both empirical and theoretical research that is central to our understanding of the reciprocal influences between nonverbal behavior, psychopathology, and therapeutic processes. How to focus anti-hunger efforts not on charity but on the root causes of food insecurity, improving public health, and reducing income inequality. Food banks and food pantries have proliferated in response to an economic emergency. The loss of manufacturing jobs combined with the recession of the early 1980s and Reagan administration cutbacks in federal programs led to an explosion in the growth of food charity. This was meant to be a stopgap measure, but the jobs never came back, and the “emergency food system” became an industry. In Big Hunger, Andrew Fisher takes a critical look at the business of hunger and offers a new vision for the anti-hunger movement. From one perspective, anti-hunger leaders have been extraordinarily effective. Food charity is embedded in American civil society, and federal food programs have remained intact while other anti-poverty programs have been eliminated or slashed. But anti-hunger advocates are missing an essential element of the problem: economic inequality driven by low wages. Reliant on corporate donations of food and money, anti-hunger organizations have failed to hold business accountable for offshoring jobs, cutting benefits, exploiting workers and rural communities, and resisting wage increases. They have become part of a “hunger industrial complex” that seems as self-perpetuating as the more famous military-industrial complex. Fisher lays out a vision that encompasses a broader definition of hunger characterized by a focus on public health, economic justice, and economic democracy. He points to the work of numerous grassroots organizations that are leading the way in these fields as models for the rest of the anti-hunger sector. It is only through approaches like these that we can hope to end hunger, not just manage it.

Atomic Assurance looks at what makes alliances sufficiently credible to prevent nuclear proliferation; how alliances can break down and so encourage nuclear proliferation; and whether security guarantors like the United States can use alliance ties to end the nuclear efforts of their allies. Alexander Lanoszka finds that military alliances are less useful in preventing allies from acquiring nuclear weapons than conventional wisdom suggests. Through intensive case studies of West Germany, Japan, and South Korea, as well as a series of smaller cases on Great Britain, France, Norway, Australia, and Taiwan, Atomic Assurance shows that it is easier to prevent an ally from initiating a nuclear program than to stop an ally that has already started one; in-theater conventional forces are crucial in making American nuclear guarantees credible; the American coercion of allies who started, or were tempted to start, a nuclear weapons program has played less of a role in forestalling nuclear proliferation than analysts have assumed; and the economic or technological reliance of a security-dependent ally on the United States works better to reverse or to halt that ally's nuclear bid than anything else. Crossing diplomatic history, international relations, foreign policy, grand strategy, and nuclear strategy, Lanoszka's book reworks our understanding of the power and importance of alliances in stopping nuclear proliferation.
Glenn H. Snyder creates a theory of alliances by deductive reasoning about the international system, by integrating ideas from neorealism, coalition formation, bargaining, and game theory, and by empirical generalization from international history. Using cases from 1879 to 1914 to present a theory of alliance formation and management in a multipolar international system, he focuses particularly on three cases--Austria-Germany, Austria-Germany-Russia, and France-Russia--and examines twenty-two episodes of intra-alliance bargaining. Snyder develops the concept of the alliance security dilemma as a vehicle for examining influence relations between allies. He draws parallels between alliance and adversary bargaining and shows how the two intersect. Conventional wisdom among policymakers in both the US and Europe holds that weak and failing states are the source of the world's most pressing security threats today. However, as this book shows, our assumptions about the threats posed by failed and failing states are based on false premises.
The police force is one of the most distrusted institutions in Pakistan, notorious for its corruption and brutality. In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan's largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and almost 150 interviews, this ethnographic study reveals a distinctly "postcolonial condition of policing." Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers' routine work. Caught in the middle of the country's armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.
