This book investigates the ongoing liberalization of the European defence market and explores how companies can respond to these changes by adjusting their innovation and internationalization strategies. Traditionally, the EU defence sector has been fragmented into several weakly integrated and highly protected domestic markets which often leads to the duplication of innovative efforts, rising production costs and an overall lack of competitiveness. Using a variety of methods including case studies, econometric analyses and agent-based modelling, the authors reveal that liberalization will provide new and relevant opportunities for European defence companies. However, any potential benefits will only be realized if private firms perceive that a full and well-coordinated implementation process is in place.
This book explores European security and defense R&D policy, unveiling the strategic, industrial, institutional and ideational sources of the European Commission’s military research initiative. Starting from a well-defined empirical epicentre—the rise of non-civilian R&D priorities in the European Union—this book covers interrelated themes and topics such as approaches to arms production and R&D collaboration relationships between European R&D-related institutions technology and research foundations of European security policy past and present European armament collaborations transatlantic R&D collaboration the militarization of border security. While the idea of pooling defense research efforts and programmes in Europe is not new, the establishment of institutions like the European Defense Agency (EDA) are a major step into institutionalizing European agencies involvement in supporting defense technology research. It is against this backdrop of policy developments that this book is positioned, in addition to addressing some of the political, economic, industrial and philosophical questions that arise. This Chaillot Paper focuses on new EU initiatives in the defence domain – in particular the creation of the European Defence Fund – and on the Union’s evolving role and engagement in this sector. The paper seeks to address three specific questions: (i) how can economic and political factors be balanced in EU defence industrial policy?; (ii) what strategic considerations are driving forward defence innovation investments at the EU level?; and (iii) how can the Union’s institutions ensure that investments in defence innovation evolve into tangible capabilities for EU defence?Cautioning against an exclusively economic interpretation of why the EU should invest in the European defence industry, the paper argues that the political dimension of capability development should not be overlooked. The competitiveness of firms, regions and countries greatly depends on the generation, dissemination and application of new knowledge. Modern innovation research is challenged by the need to incorporate knowledge generation and dissemination processes into the analysis so as to disentangle the complexity of these dynamic processes. With innovation, however, strong uncertainty, nonlinearities and actor heterogeneity become central factors that are at odds with traditional modeling techniques anchored in equilibrium and homogeneity. This text introduces SKIN (Simulation Knowledge Dynamics in Innovation Networks), an agent-based simulation model that primarily focuses on joint knowledge creation and exchange of knowledge in innovation co‐operations and networks. In this context, knowledge is explicitly modeled and not approximated by, for instance, the level of accumulated R&D investment. The SKIN approach supports applications in different domains ranging from sector-based research activities in knowledge-intensive industries to the activities of international research consortia engaged in basic and applied research. Following a general description of the SKIN model, several applications and modifications are presented. Each chapter introduces in detail the structure of the model, the relevant methodological considerations and the analysis of simulation results, while options for empirically validating the models’ structure and outcomes are also discussed. The book considers the scope of further applications and outlines prospects for the development of joint modeling strategies.

Innovation in public procurement is essential for sustainable and inclusive growth in an increasingly globalized economy. To achieve that potential, both the promises and the perils of innovation must be investigated, including the risks and opportunities of joint procurement across borders in the European Union and the United States.
