While national security activities, which range from planning for an influenza pandemic to Iraq reconstruction, require collaboration among multiple agencies, the mechanisms used for such activities may not provide the means for interagency collaboration needed to meet modern national security challenges. This report addresses actions needed to enhance interagency collaboration for national security activities: (1) the development and implementation of overarching, integrated strategies; (2) the creation of collaborative organizations; (3) the development of a well-trained workforce; and (4) the sharing and integration of national security information across agencies. In general, a fusion center is a collaborative effort to detect, prevent, investigate, and respond to criminal and terrorist activity. Recognizing that fusion centers are a mechanism for information sharing, the fed. gov¿t. -- including the Dept. of Homeland Security, the Dept. of Justice, and the Program Manager for the Information Sharing Environment, which has primary responsibility for governmentwide information sharing and is located in the Office of the Dir. of Nat. Intelligence -- is taking steps to partner with fusion centers. This report examines: (1) the status and characteristics of fusion centers; and (2) to what extent fed. efforts help alleviate challenges that the centers identified. Includes recommendations. The Dept. of Homeland Security (DHS) is responsible for coordinating the fed. government's homeland security communications with all levels of gov¿t. In support of this mission, DHS implemented, and has been enhancing, the Homeland Security Information Network (HSIN). It also has proposed a follow-on system, called Next Generation HSIN (HSIN Next Gen). This report determines whether: (1) DHS has stopped further improvements on HSIN and if so, the dept¿s. rationale for doing so and plans for acquiring its proposed follow-on system HSIN Next Gen; and (2) the dep¿t. is effectively managing the HSIN Next Gen acquisition.
