This book is a unique, transdisciplinary summary of the state of the art of disaster risk reduction (DRR) in Indonesia. Named after Lapindo Brantas, a gas exploration company that was drilling at the eruption site, the Lapindo mudflow initially burst in 2006 and continues to flow today, becoming the most expensive disaster in Indonesia’s history. Using this environmental incident in Indonesia as a case study, this book explores representations of disaster in scientific reports, public discourse, literature, and other cultural forms, observing the impact of these portrayals on the ways people both understand and respond to complicated environmental disasters. The author argues that power is expressed and contested in every representation of a disaster and its stakeholders. This book develops terminologies and perspectives that not only probe the social and ecological conditions that make disaster possible but also foster more effective and equitable strategies for adapting to a world fraught with hazards. The 2004 Indian Ocean tsunami caused immense destruction and over 170,000 deaths in the Indonesian province of Aceh. The disaster spurred large-scale social and political changes in Aceh, including the intensified implementation of shari‘a law and an end to the long separatist conflict. After the Tsunami explores Acehnese survivors’ experiences of the deadly waves and the subsequent reconstruction process through the stories they tell about the disaster. Narratives, author Annemarie Samuels argues, are both a window onto the process of remaking everyday life and an essential component of it. Building on long-term ethnographic fieldwork, Samuels shows how the everyday work of recovery is indispensable for any large-scale reconstruction effort to succeed. Recovery is an ambiguous process in which grief remains as life goes on, where optimism and disappointment, remembering and forgetting, structural poverty and the rhetoric of success are often intertwined in individual and social worlds. Such paradoxes are key and form a thread through the five chapters of the book. Addressing post-disaster reconstruction from the survivors’ perspectives opens up space for criticism of post-disaster governance without reducing the discussion of recovery to top-down interventions. Individual histories, emotions, creativity, and ways of being in the world, the author argues, inform the remaking of worlds as much as social, political, and cultural transformations do. After the Tsunami is a provocative and highly significant contribution to studies of humanitarian aid and disaster, psychological anthropology, narrative studies, and scholarly studies of Indonesia and Southeast Asia. The new form of "humanitarian government" emerging from natural disasters and military occupations that reduces people to mere lives to be rescued. From natural disaster areas to zones of political conflict around the world, a new logic of intervention combines military action and humanitarian aid, conflates moral imperatives and political arguments, and confuses the concepts of legitimacy and legality. The mandate to protect human lives--however and wherever endangered--has given rise to a new form of humanitarian government that moves from one crisis to the next, applying the same battery of technical expertise (from military logistics to epidemiological risk management to the latest social scientific tools for "good governance") and reducing people with particular histories and hopes to mere lives to be rescued. This book explores these contemporary states of emergency. Drawing on the critical insights of anthropologists, legal scholars, political scientists, and practitioners from the field, Contemporary States of Emergency examines historical antecedents as well as the moral, juridical, ideological, and economic conditions that have made military and humanitarian interventions common today. It addresses the practical process of intervention in global situations on five continents, describing both differences and similarities, and examines the moral and political consequences of these generalized states of emergency and the new form of government associated with them.
When an earthquake hits a war zone or cyclone aid is flown in by an enemy, many ask: Can catastrophe bring peace? Disaster prevention and mitigation provide similar questions. Could setting up a flood warning system bring enemy countries together? Could a regional earthquake building code set the groundwork for wider regional cooperation? This book examines how and why disaster-related activities do and do not create peace and reduce conflict. Disaster-related activities refer to actions before a disaster such as prevention and mitigation along with actions after a disaster such as emergency response, humanitarian relief, and reconstruction. This volume investigates disaster diplomacy case studies from around the world, in a variety of political and disaster circumstances, from earthquakes in Greece and Turkey affecting these neighbours’ bilateral relations to volcanoes and typhoons influencing intra-state conflict in the Philippines. Dictatorships are amongst the case studies, such as Cuba and Burma, along with democracies such as the USA and India. No evidence is found to suggest that disaster diplomacy is a prominent factor in conflict resolution. Instead, disaster-related activities often influence peace processes in the short-term—over weeks and months—provided that a non-disaster-related basis already existed for the reconciliation. That could be secret negotiations between the warring parties or strong trade or cultural links. Over the long-term, disaster-related influences disappear, succumbing to factors such as a leadership change, the usual patterns of political enmity, or belief that an historical grievance should take precedence over disaster-related bonds. This is the first book on disaster diplomacy. Disaster-politics interactions have been studied for decades, but usually from a specific political framing, covering a specific geographical area, or from a specific disaster framing. As well, plenty of quantitative work has been completed, yet the data limitations are rarely admitted openly or thoroughly analysed. Few publications bring together the topics of disasters and politics in terms of a disaster diplomacy framework, yielding a grounded, qualitative, scientific point of view on the topic.
This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. A detailed investigation of civil–military relations in Indonesia, this book will be of interest to scholars in the fields of Southeast Asian studies and Asian politics, and more generally to those interested in civil–military relations, military politics, and MOOTW.

Democracy for Sale is an on-the-ground account of Indonesian democracy, analyzing its election campaigns and behind-the-scenes machinations. Edward Aspinall and Ward Berenschot assess the informal networks and political strategies that shape access to power and privilege in the messy political environment of contemporary Indonesia. In post-Suharto Indonesian politics the exchange of patronage for political support is commonplace. Clientelism, argue the authors, saturates the political system, and in Democracy for Sale they reveal the everyday practices of vote buying, influence peddling, manipulating government programs, and skimming money from government projects. In doing so, Aspinall and Berenschot advance three major arguments. The first argument points toward the role of religion, kinship, and other identities in Indonesian clientelism. The second explains how and why Indonesia's distinctive system of free-wheeling clientelism came into being. And the third argument addresses variation in the patterns and intensity of clientelism. Through these arguments and with comparative leverage from political practices in India and Argentina, Democracy for Sale provides compelling evidence of the importance of informal networks and relationships rather than formal parties and institutions in contemporary Indonesia.
