El Índice ofrece datos organizados en ocho factores que enmarcan el concepto de Estado de Derecho: 1) Límites al poder gubernamental, 2) Ausencia de corrupción, 3) Gobierno abierto, 4) Derechos fundamentales, 5) Orden y seguridad, 6) Cumplimiento regulatorio, 7) Justicia civil, y 8) Justicia penal. En conjunto, los resultados del Índice de Estado de Derecho en México 2020-2021 evidencian un estancamiento en el progreso del país hacia un Estado de Derecho robusto, con cambios marginales en los puntajes generales desde la última edición del Índice. Los puntajes de los ocho factores se desagregan en 42 sub-factores, los cuales reflejan las perspectivas y experiencias de más de 25,000 personas en todo el país, más de 2,300 especialistas en justicia civil, justicia penal, justicia laboral y salud pública (a quienes se entrevistó entre julio y octubre de 2020), así como resultados de una multiplicidad de encuestas y bases de datos de otras instituciones reconocidas en estos temas (fuentes terciarias).
This report considers the biological and behavioral mechanisms that may underlie the pathogenicity of tobacco smoke. Many Surgeon General's reports have considered research findings on mechanisms in assessing the biological plausibility of associations observed in epidemiologic studies. Mechanisms of disease are important because they may provide plausibility, which is one of the guideline criteria for assessing evidence on causation. This report specifically reviews the evidence on the potential mechanisms by which smoking causes diseases and considers whether a mechanism is likely to be operative in the production of human disease by tobacco smoke. This evidence is relevant to understanding how smoking causes disease, to identifying those who may be particularly susceptible, and to assessing the potential risks of tobacco products.

The fifth edition of Balance of Payments Manual, issued in 1993, presents revised and updated standards for concepts, definitions, classifications, and conventions for compilation of balance of payments and international investment position statistics that reflect the widespread changes that have taken place in international transactions since the fouth edition was published in 1977. As the international standard, the Manual serves as a guide for IMF member countries that regularly report balance of payments data to the IMF. The Manual contains significantly expanded and restructured coverage of financial flows and stocks and international transactions in services. Harmonization with the System of National Accounts and other IMF statistical systems is also greatly increased. "Several interdisciplinary studies highlight imperfect information as a possible explanation of skill mismatches, which in turn has implications for unemployment and informality rates. Despite information failures and their consequences, countries like Colombia (where informality and unemployment rates are high) lack a proper labour market information system to identify skill mismatches and employer skill requirements. One reason for this absence is the cost of collecting labour market data. Recently, the potential use of online job portals as a source of labour market information has gained the attention of researchers and policymakers, since these portals can provide quick and relatively low-cost data collection. As such, these portals could be of use for Colombia. However, debates continue about the efficacy of this use, particularly concerning the robustness of the collected data. This book implements a novel mixed-methods approach (such as web scraping, text mining, machine learning, etc.) to investigate to what extent a web-based model of skill mismatches can be developed for Colombia. The main contribution of this book is demonstrating that, with the proper techniques, job portals can be a robust source of labour market information. In doing so, it also contributes to current knowledge by developing a conceptual and methodological approach to identify skills, occupations, and skill mismatches using online job advertisements, which would otherwise be too complex to be collected and analysed via other means. By applying this novel methodology, this study provides new empirical data on the extent and nature of skill mismatches in Colombia for a considerable set of non-agricultural occupations in the urban and formal economy. Moreover, this information can be used as a complement to household surveys to monitor potential skill shortages. Thus, the findings are useful for policymakers, statisticians, and education and training providers, among others."
This book examines the effects of Jewish conversions to Christianity in late medieval Spanish society. Ingram focuses on these converts and their descendants (known as conversos) not as Judaizers, but as Christian humanists, mystics and evangelists, who attempt to create a new society based on quietist religious practice, merit, and toleration. His narrative takes the reader on a journey from the late fourteenth-century conversions and the first blood purity laws (designed to marginalize conversos), through the early sixteenth-century Erasmian and radical mystical movements, to a Counter-Reformation environment in which conversos become the advocates for pacifism and concordance. His account ends at the court of Philip IV, where growing intolerance towards Madrid’s converso courtiers is subtly attacked by Spain’s greatest painter, Diego Velázquez, in his work, Los Borrachos. Finally, Ingram examines the historiography of early modern Spain, in which he argues the converso reform phenomenon continues to be underexplored.
Descended from a long and ancient lineage, tapirs are important tropical forest seed dispersers. However, today, all species of tapirs are threatened to various degrees by habitat destruction and hunting. This action plan was written with wildlife biologists, ecologists, administrators, educators and local conservation officials in mind and is aimed at those countries with tapir populations. It provides a brief natural history of each species and its objective is to aid in their conservation by catalyzing conservation action. In addition, it is hoped that the contents of the plan will stimulate further research into this fascinating group of animals.

El Índice de Estado de Derecho en México 2020-2021 es la tercera edición del único índice subnacional producido por el WJP, y constituye una de las mediciones más completas sobre el desempeño institucional en el país. Este Índice utiliza el mismo marco conceptual y metodológico que el WJP ha utilizado en más de 120 países, el cual fue adaptado para reflejar la realidad nacional y mide la adhesión al Estado de Derecho en cada uno de los 32 estados del país.El Índice de Estado de Derecho en México 2019 presenta datos e indicadores originales, los cuales se organizan en 42 sub-factores y ocho factores: i) límites al poder gubernamental, ii) ausencia de corrupción, iii) gobierno abierto, iv) derechos fundamentales, v) orden y seguridad, vi) cumplimiento regulatorio, vii) justicia civil y viii) justicia penal. Estos factores resumen distintas manifestaciones del Estado de Derecho, proveen información acerca de las fortalezas y debilidades institucionales de cada entidad y sirven como puntos de referencia para evaluar el desempeño de las autoridades estatales a lo largo del tiempo o en comparación con el de sus contrapartes en otros estados. Esta edición del Índice permite registrar avances e identificar retos persistentes en temas relacionados con el Estado de Derecho, con respecto a la versión anterior de este ejercicio.
Although climate change affects everybody it is not gender neutral. It has significant social impacts and magnifies existing inequalities such as the disparity between women and men in their vulnerability and ability to cope with this global phenomenon. This new textbook, edited by one of the authors of the seminal Women and the Environment in the Third World: Alliance for the Future (1988) which first exposed the links between environmental degradation and unequal impacts on women, provides a comprehensive introduction to gender aspects of climate change. Over 35 authors have contributed to the book. It starts with a short history of the thinking and practice around gender and sustainable development over the past decades. Next it provides a theoretical framework for analyzing climate change manifestations and policies from the perspective of gender and human security. Drawing on new research, the actual and potential effects of climate change on gender equality and women's vulnerabilities are examined, both in rural and urban contexts. This is illustrated with a rich range of case studies from all over the world and valuable lessons are drawn from these real experiences. Too often women are primarily seen as victims of climate change, and their positive roles as agents of change and contributors to livelihood strategies are neglected. The book disputes this characterization and provides many examples of how women around the world organize and build resilience and adapt to climate change and the role they are playing in climate change mitigation.
